About this opportunity

The Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD), under the Department of the Navy, has published a Special Notice regarding a one-year warranty requirement for SIMRAD Radars serving Commander Navy Surface Forces Pacific (CNSP). The notice indicates the Navy's intent to award a purchase order on a sole source basis to NAVICO Group, the Original Equipment Manufacturer (OEM) of SIMRAD products, in accordance with FAR 13.106-1(b)(1). This is a notice of intent, not a formal solicitation or competitive request. The Navy acknowledges NAVICO Group as the sole provider capable of fulfilling the warranty requirements for the specified radar systems and associated equipment. The special notice was posted on February 4, 2026, and provides an opportunity for other interested parties to challenge the sole source determination.

The requirement encompasses extended warranty coverage for multiple SIMRAD radar units and components, including the SIMRAD R3016 HALO-6, HALO-4, and HALO-3 models, along with NAIS-500 modules, GPS-500 antennas, and NEP-2 network expansion ports in specified quantities. Any interested party believing they are capable of fulfilling this requirement must submit a capability statement detailing their related products or services no later than 1000 on February 9, 2026, sent to jose.g.juarez.civ@us.navy.mil; telephone responses will not be accepted. The Government will review submissions solely to determine whether to conduct a competitive procurement, though no guarantee exists that submissions will alter the Navy's acquisition strategy. While all responses will be considered, the final determination to compete the contract remains solely at the Government's discretion. Eligible contractors should focus on demonstrating technical capability and relevant experience with equivalent radar warranty systems or services.
