SYNOPSIS: Arnold Engineering Development Complex (AEDC) Contracting Office AFTC/PZI (Arnold), Arnold AFB, TN anticipates the release of a solicitation for a construction Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for Simplified Acquisition of Base Engineering Requirements (SABER) with one-year base period and four 1-year option periods. The SABER contract will encompass a broad range of maintenance, repair, alternation, and/or minor construction on real property at Arnold AFB, TN.
Actual construction work will be accomplished under individual Task Order(s) (TO) to be placed on an as-needed basis under the basic SABER contract. Major items of work include: carpentry, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, and other related miscellaneous work. The contractor is required to have a performance capability to accomplish multiple TOs at multiple project sites concurrently, while having a SABER focused task-force organization for effective management and responsive coordination with the Government SABER Program Team.
Execution of work under this contract shall be in accordance with basic contract, statement of work, and individual TO specifications. Task Orders will be priced using RS MEANS pricing guides and applicable contractor's coefficient.
In accordance with FAR Part 19, this requirement is Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB).
The North American Industry Classification System (NAICS) code for this project is 236220 (Commercial and Institutional Building Construction). The Business Size Standard is $36,500,000 in average annual receipts.
The estimated magnitude of the entire contract to include all option years is not to exceed $24,800,000. The guaranteed minimum amount over the life of the contract will be $45,000.
Basis of contract award will be Subjective Tradeoff where past performance is significantly more important than price.
A complete solicitation package is scheduled to be released and made available only through the FedBizOpps website at https://fbo.gov/ during the month of March 2019 with an anticipated closing date for proposals on or about 23 April 2019. No hard copies, faxes, or emails will be available. Please register as a source to be notified of Request for Proposal (RFP), Amendments, Clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. SAM is the official U.S. Government system that consolidates the capabilities of CCR/FedReg, ORCA, and EPLS. Information concerning registration requirement may be viewed via the Internet at https://www.sam.gov/SAM/ .
The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. Any questions to this notice must be submitted in writing or via email to the Contracting Officer or Contract Specialist.
AFFARS 5352.201-9101, Ombudsman (June 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, The Center/MAJCOM or AFISRA Ombudsmen, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edward AFB, CA 93524-3784, Phone Number (661) 2772810, Facsimile Number (661) 277-7593. (d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
