SABER IDIQ - Questions and Answers

Question Answer

Please define precisely which R S Means products the government expects the contractor to provide. The 2019 United States Order Form from R S Means is attached for reference. See Atch 1 - R S Means

Two RS Means Facilities Construction Costs Manuals, two Facilities Assembly Guide Manuals and the e4Clicks Cost estimating program, provided and renewed annually. No, the "contractor" shall provide the e4Clicks annual training .

Please define precisely which 4Clicks products the government expects the contractor to provide. Both the 4Clicks commercial (Atch 2 - 4ClicksCommercialPricingList) and GSA pricing (Atch 3 - 4Clicks GSAPricingList.GS-35F-0392P) lists are attached for reference. Please note the substantial difference in the GSA pricing and the open market pricing. Due to recent changes in GSA’s rules, 4Clicks will not extend GSA pricing to contractors. Since having the contractor provide these items will result in a substantially increased price to the government, will the government consider providing their 4clicks licenses and training?

5 Which of the task orders listed above required either a PE or Registered Architect’s Stamp?

6 Please provide a list of the individual task orders and their dollar cost magnitude which were priced but not awarded. On a very rare occurrence does the government get a project priced and not awarded.

7 Can the contractor refuse the award of an option year? 52.217-09 only addresses the Government’s options.

No, the contractor cannot refuse the award of an option year. In accordance with the original contract terms and conditions, coefficients proposed, and FAR 52.217-09, the Government has the option of extending the term of the contract by exercising an option year.

Question Answer

8 Can the contractor refuse a task order as too complex or otherwise unsuitable for this cost estimating approach?

In accordance with FAR 52.216-19(d), notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

9 Is there a specified sheet size for the hard copy of the drawing packages? 11"x17" and electronic .pdf and autocad .dwg / 24"x36" upon request.

PWS section B.2.g states that quality control costs shall be included in the coefficient while section B.31.A indicates that the testing of materials or systems is charged as a direct expense to the task order. Is material or system testing part of the coefficient or a direct line item cost?

Overall Project Quality Control is part of the Coefficient. Materials Testing and Systems Testing are to be included in the task order proposal for those materials or line items.

PWS section b.12.D.5 states that equipment rental shall not be allowed as a direct cost to any TO, except under special circumstances… The matches R S Means definition of equipment costs where included in a specific line item. According to Means, this cost is based on a weekly rental rate. Their advice if the equipment is to be used for only one or two days is to develop your own cost for daily rental plus hourly operating costs. Is this an acceptable approach?

That will be (determined or allowed) on a case by case basis by the contracting officer and the SABER Program Manager.

R S Means recommendation in the event that the quantity of work is less than the crew’s daily output shown for a unit price line items that includes a bare unit equipment costs is to estimate one days rental and operating costs for the equipment shown in the crew listing for that line item. Is this an acceptable approach?

That will be (determined or allowed) on a case by case basis by the contracting officer and the SABER Program Manager.

Please note that mobilization and demobilization costs (Delivery and pickup) is not part of the means equipment costs in the reference section, in the bare equipment cost of any unit price line item, or in any equipment costs shown in the crew listings. The costs must be included as a separate line item in the estimate according to R S Means. Please confirm that this is acceptable.

14 Please provide a copy of ARRARS 5336.9002. Hill AFB’s website with the link to this document is off line. See Atch 4 - Air Force Contracting Construction Guide

PWS Section b.33.D.a requires the use of GSA Optional Form 274, Equipment Warranty Sticker on all major equipment. According to the GSA Forms Library OF274 was cancelled in 1995, is obsolete, and GSA has not issued a replacement form. The reference for this form indicates that it is not to be electronically generated without specific approval by GSA. Please advise how we are to address this requirement.

In accordance with FAR 52.246-21 Alt I, all warranties need to be provided as submittals on every project.

However, warranty stickers are not necessary.

PWS Section B.33.D.c requires the contractor to complete AF Form 1354. Is the contractor to complete the draft, interim, or final DD1354? At what point in the process will the government provide the information required to complete the form? (RPIUD’s, CATCD’s, Sustainability Codes, Primary and secondary UM’s, fund source, fund organization, interest code, DD1594, DD1155 or SF1442, ect?) Will the government provide the required photo documentation, or will the contractor be cleared to take photographs?

Government will assist with preparation of form DD1354's toward the completion of every Task Order.

SABER contractors can obtain a camera clearance from security pass & ID and adhere to the requirements.

PWS section B.37 refers to work in medical facilities. Will the medical facilities be occupied and in use during the performance of the task order?

Please provide the historic information on each task order performed in medical facilities including date of award and dollar cost magnitude. Will infection control measures be required for work in medical facilities? Please confirm that infection control tasks and costs are considered a task order specific line item cost and not part of the contractor’s coefficient.

Arnold Air Force Base is a small Branch Joint AF/VA medical Clinic. The past two SABER contracts did not have one Task Order in the Medical Facility on Arnold AFB. If we do have a Task Order in the future, the Air Force will provide coordination as to not interrupt services. Infection control measures are not part of the Coefficient.

PWS section 40.B states that the contractor is to dispose of all trash and debris generated during the contract. Is the contractor allowed to use the on site landfill or is the trash and debris to be disposed of off site?

Yes, Arnold Air Force Base does have a construction demolition waste landfill, it is open from 0700-1530 on Tuesdays and Thursdays.

It can be opened at other days/times, but it will be a charge to the AF.

PWS section 41 addresses fencing and PWS section 42 addresses barricades. Barricades up to 100 linear feet are considered part of the contractor’s coefficient and are the contractor’s liability. Above that quantity, the barricades are a chargeable line item cost. There is no similar limitation on the contractor liability when it comes to fencing. Will the government limit the contractor’s potential liability on fencing to no more than 100 feet?

That will be determined on a case by case basis by the contracting officer.

20 Please provide electronic copies of the AEDC Safety, Health, & Environmental Standard and the AEDC Asbestos & Lead Paint Abatement Standard See Atch 5 - AEDC SHE Standards

Question Answer

The solicitation states that electronic offers are acceptable by emailing the proposal. However, the solicitation also provides numerous explicit instructions for the hard copy delivery. Please confirm if you will accept electronic submissions of our proposal, or if we are also required to submit hard copies.

Yes, in accordance with Section L Para 2.3 Electronic Offers - electronic submissions of proposals are accepted and must be received no later than the proposal due date and time specified in accordance with the Request For Proposal and all Amendments. If submitting electronically, there is no need to submit hard copies.

4.2 Past Performance Questionnaires requests that we forward a copy of Attachment 11, “Past Performance Questionnaire” to each of our references. If our project has a completed CPARS report, are we still required to forward a copy of Attachment 11 to our references, or can we include a copy of the CPARS report in our proposal?

Yes, and Yes.

May we submit a project that our firm performed as the Managing Member of a previous joint venture to demonstrate our experience in sections

4.2 Past Performance Questionnaires and 4.3 Relevant Contracts – References?

Yes.

24 Could you tell me what are 3 previous SABER projects that had difficulty and why? Was it process, paperwork, quality, deadlines, etc?

1) Safety Office Renovation Suite B203, Base COMM and customer requested changes. 2) Renovate E. Wing Bldg. 430 Base COMM issues, Scope Clarification Issues. 3) Security Turnstile at the Fitness Center, complications between the Turnstile Installation and Access Control System.

The PWS states that the cost of the line item shall be the item’s total bare cost based on the city of Nashville, TN as defined by RS Means Price Book. There are three possible ways to perform this calculation. Each method will result in a different cost.

1 – In setting up the estimate one can select the city and the program will automatically apply the city cost index to each line item. The total bare cost in this instance is automatically adjusted for the location of Nashville, TN.

2 – In setting up the estimate one can select the location as “National Average” and calculate the total bare cost. One then applies the 2019 base city cost total weighted average for Nashville to the total bare cost to adjust for the location.

3 – In setting up the estimate one can select the location as “National Average” and calculate the total bare cost. One then applies the 2019 quarterly updated city cost total weighted average for Nashville to the total bare cost to adjust for the location. (While the books are updated on an annual basis, the location factors in the electronic databases are updated quarterly) Each of these techniques results in a different total cost. Based on the test estimates we have run, the difference varies from 4 to 5 percent of the total adjusted cost.

Question – Please provide a detailed step by step procedure for completing the cost estimate including applying the city cost index.

Will the quarterly updated city cost indexes be used?

Set up e4Clicks to complete the Priced Line Items without totalling components. Then apply the RS Means Nashville, TN CCI (-) and the SABER Coefficient (+) to that total.

The city cost indexes will be updated annually.

Section 12.B outlines several items to be included in the coefficient. One of the items to be included is “compliance with environmental laws”.

Please provide a definition of what is meant by “compliance with environmental laws”.

This question came up when we got to the part of an estimate that included silt fencing and erosion controls. I added it as a line item to the estimate as a job specific cost. Upon review of the estimate another manager who had read the PWS questioned that item because that line was needed to comply with environmental laws. He had a point. The clean water act is an environmental law which gave rise to current storm water and erosion control regulations. The silt fence was there to comply with environmental law and does not become part of the permanent installation. Yet it is just as much a requirement for doing the work as the concrete which becomes part of the final asset. Is it the intention that erosion control measures are to be part of the coefficient? R S Means has a number of line items devoted to estimating storm water and erosion control measures. They are normally considered a job specific cost, not an overhead type item present on each and every project. I think that we need a clearer definition of where job specific requirements (included in the estimate) end and overall corporate responsibility (included in the coefficient) begin.

Environment Permitting is to be included in the Coefficient, all other environmental protection items will be considered estimated line items. For example, silt fence, check dams, lead & asbestos abatement are estimated line items, whereas A SWPPP would be included in the coefficient.

27 What is the year average contract dollar amount over the last 3 years? $2,900,000/yr

28 Can we have a copy of the current proposal and contract?

Freedom of Information Act (FOIA) request for this information was denied under FOIA Exemption 4. It was determined pricing information is proprietary to the contractor awarded the contract and cannot be released. Disclosing this information could put the contractor at a disadvantage during upcoming acquisitions if others know of their information.

29 Can we see a RS Means price book for purpose of bidding?

Yes, but you must use e4Clicks which is based off of the current RS Means. Offeror's should be able to obtain their own example of RS Means for bidding purposes.

30 Can 1 person be quality/safety etc. ,or do we have to have 5 different people on staff for management/ supervision? Yes, one person can fill both positions.

Question Answer

Please Define the term “Contractor’s Staff.” Does this mean a person directly employed and on the payroll of the Prime Contractor, or can this be a sub-consultant firm such as an A/E firm that is completely separate from the Prime?

Examples of the use of the term can be found on Page 5, Section 4, Technical Design Support Capabilities, C and Page 38, Section 5, Performance Capabilities.

The Professional Engineer (PE), is not required to work directly for the SABER Contractor. The SABER Contractor needs to show that capability in their proposal.

Section L, 4.0 Volume II – Past Performance, 4.1 General states that “…the offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of any adverse past performance information to the offeror in order to allow the offeror to respond to such information.” Please confirm that this is NOT required if there has been no incidence of substandard performance or required corrective action in any of the offeror’s past performance.

It is necessary regardless.

Can you provide a list of task orders that have been awarded on the previous construction SABER contracting method for Arnold AFB so that offerors can evaluate the historical size and number of orders issued? Is it anticipated that future orders proposed for the new SABER contract be similar in nature of size, scope, complexity to the previous contract?

$2,900,000/yr for the last 3 years average of 9 Task Orders per year. It is anticipated that the future SABER Contract will be a greater amount.

The RFP standard form 1442 block 13.A sates that proposals are due to the address in Block 7. Block 7 as the address to Arnold Air Force Base, but it also includes an email address for Mrs. Kristi Martin. Are proposals accepted via email to Mrs. Martin?

Yes, in accordance with Section L Para 2.3 Electronic Offers - electronic submissions of proposals are accepted and must be received no later than the proposal due date and time specified in accordance with the Request For Proposal and all Amendments. If submitting electronically, there is no need to submit hard copies.

35 The RFP in Block 11 does not specify the number of days in which work must begin. The number of days in which work must begin will be detailed at the Task Order level.

Per SOW 1.C, the GOV will provide a 35% design and the contractor is to complete design. Does the TO’s allow for design build costs or are design costs to be included in the offeror coefficient?

It can be allowed by the contracting officer on a case by case basis, depending on the complexity of the project. However, most projects are typically not that complex and concept drawings and/or photographs and SOW narrative items are enough for subcontractors to execute the construction.

SOW section 4.D states that “The contractor must demonstrate design capabilities of providing quality, cost effective minimal design for multiple TO’s simultaneously and within the time constraints stated in section 24”.

Yes, SABER, per AFI/AFPAM is to be executed with minimal "up to 35% design." The whole purpose of SABER is to expeditiously execute construction for the base.

SOW section 24.B.2 and B.5 refer to a SABER unit price book used to calculate TO pricing. Is there another unit price book besides the RS Means unit pricing mentioned in other parts of the solicitation? If so, please advise where we can access this “Saber unit price book.

No, RS Means via e4Clicks is required.

39 SOW section 24.B.6 refers to RS Means data used for pricing. Which TO’s are to be priced with RS Means and which with SABER unit pricing Book? One and the Same "RS Means."

SOW section 6.B says the list of code books in 6.A are to be located at the onsite office. Is it acceptable to maintain digital copies on a shared server?

Digital or Hardcopy is allowed, but must be able to be produced upon request.

SOW section 24.C.2.a.c states that three sets of “blueline” shall be provided to the CO for signature for each TO. This is an outdated method of printing. Are standard architectural prints acceptable?

Yes, standard architectural prints are acceptable. Typically 11"x17" or .pdf suffice, 24" x 36" Prints upon request.

SOW section 30.B states that the GOV will attempt to locate buried lines. Does this mean no utility location company shall be contracted to mark utilities? If they are allowed, is this a cost to be included on the TO cost estimates?

The Air Force provides the scanning/marking for the dig permits/master work permits.

SOW section 36.E states that the Contractor shall remove existing furniture and portable office equipment. Does this include modular cubicle walls? Does this include owner equipment such as copier/printers, computers and monitors, etc?

If the contract is to execute renovation work, the SABER contractor is responsible for moving a reasonable amount of furniture, in support of those types of projects. If the renovation is extensive, i.e. providing or moving large amounts of system or free-standing furniture, then those items would be estimated line items the the SABER Contractor's proposal. Again, this would be reviewed by the contracting officer and program manager on case by case basis per the task order requirements. Moving does include computers, monitors, printers, phones and copiers. AEDC will reconnect computers, monitors, printers, phones and copiers.

SOW section 38.D says that a GOV escort is required in secure locations. Is an escort also required to remain at the work area with the workers the entire day, every day, the duration of the project? Is the GOV escort cost the responsibility of the GOV or is the Contractor expected to reimburse the GOV? Is the cost a direct cost to be added to the TO cost estimate?

If a security escort is required, they will be provided by the Air Force/Security or the TOS Contractor, not the SABER Contractor.

Question Answer

SOW section 38.D says that a check by a local agency. Is this referring to a criminal background check? If so, is the cost of this background check the responsibility of the GOV or the Contractor? Is the cost a direct cost to be added to the TO cost estimate or included in the coefficient?

A background check will be performed for each employee needing access to the base. SABER Contractor's direct employees should be able to pass a background check, i.e. don't assign an employee to the base that has a felony or criminal history that is going to initially, or at a some point in the future, preclude them from working on the base. Subcontractors checks are done at Pass & ID (visitor's center) and are by the government and not part of the coefficient. But again, don't hire/bring subcontractor's to Arnold that will not be allowed to work here for legal, criminal history or national security reasons. It is the SABER Contractor's responsibility to manage, not the government's.

SOW section 39 states that work generating excessive noise may be restricted to outside normal business hours. If this is determined to be the case after acceptance of a TO cost proposal, will a Modification be executed to reasonably adjust the cost to reflect the Coefficient which includes work outside normal business hours?

Unless the project is at Arnold Village housing area, this should not be a problem. The proposed non-standard hours coefficient should account for it.

SOW section 40.K. states that the Contractor shall mow within their own construction and storage sites on base. Will the cost of mowing be considered a direct cost to be included on the TO cost estimate?

The SABER Contractor's organic laydown areas and project laydown areas are the responsibility of the SABER Contractor and should be included in the coefficient.

SOW section 40.L requires a fence and screen to be installed as soon as possible. What size fence is required, 6’, 7’ or 8’ tall temporary chainlink fence? Can the chainlink fence be base mount or must it be ground driven? What type and color of fence screen is required?

This will be on a case by case basis, if necessary, per task order. The SABER contractor will submit the fence for review by the government.

SOW section 41.C and D refer to cones and barricades up to 100’ as included in the Contractors coefficient. This implies that any run of cones or barricade over 100’ is to be included as direct cost in the TO cost estimate. Is this correct?

Correct…and should be submitted with a traffic control plan and be included as estimated line items in the proposal.

SOW section 43 says that contractors shall not park on grass, however, no location is provided for contractor parking. Please provide the areas onsite in which Contractor and subcontractor employees are permitted to park.

This will be determined / adjudicated on a case by case basis by the AFPM, per task order.

SOW section 50.B. states that GOV escorts will be provided only during normal business hours. What will happen in the event disruptive work such as saw cutting or jackhammering near occupied areas are required in a secure zone?

An escort would still need to be in the area.

Can you clarify whether the definition for past performance of “essentially the same scope and magnitude” should include the award of a SABER as a prime contractor or does it entail similar types experience in the renovation of facilities as either prime contractor or subcontractor involving three disciplines?

Either prime or subcontractor.

53 Is the stipulated CADD operator required to be onsite permanently throughout the duration of the contract? No, just have the capability and identified in the proposal.

54 Are the CPM and Site Superintendent required to be separate individuals or is cross-responsibility allowed? Cross-responsibility allowed.

Is there any information on an incumbent for this SABER IDIQ and/or the length of time of the previous contract and number of option years approved?

We're finishing up the 3rd year, base + 2 option years in June of 2019, will probably extend for the 3rd option year, if that contract headroom is not depleted.

56 Section L Paragraph: 2.2 Page Limits - Q: Do the page limitations exclude Covers and Tables of Contents? The Covers and Table of Contents do not count in the overall page limitations.

57 Due to the high profile work sites at Arnold Air Force Base, will onsite dumpsters be allowed within 100 feet of all work areas? Dependent on the project.

In SABER Statement of Work, Section 12, paragraph D, item 9 states that the “coefficient SHALL NOT be adjusted for the life of the contract to include Basic year and all option years”. To clarify, does this mean that the contractor MUST maintain the same coefficient for all option years and not allow for inflation or additional OH costs, ect.?

Coefficients should allow for inflation for option years, i.e. each year may have different coefficient. The contractor will be held to the coefficients for standard and non-standard hours for the base and all option years that are proposed and awarded.

59 Can CPARS be provided in the proposal in lieu of PPQ’s? No, but can accompany.

Due to the $21,000.00 average annual cost of the 4 clicks estimating software and training required by this contract and to be included in the coefficient; would the government consider RS Means only in lieu of the 4 Clicks program?

What are the security requirements for base access to Arnold Air Force Base, for example, background check investigation number of years reflected, ect. What is the average time for subcontractors to gain base access through the visitor center? Is there a timeframe for offences that would restrict or deny base access?

See Atch 6 - CC Denial Matrix. On average, allow at least two hours processing time for subcontractors to gain base access through the Visitor's Center.

At the site visit it was mentioned that possible delays are sometimes incurred due to testing in certain areas on base. Should an allowance be included in the coefficient to account for this? If so, what is the average delay amount of time?

The contracting officer usually issues suspension of work and extensions of contracts in the event of testing delays.

2.3 Electronic Offers & 2.4 Distribution (of “Originals”) - Q: Can electronic proposals be emailed by the Offer Due Date & Time and THEN the originals be mailed to the CO? OR do the “originals” ALSO have to be received by the Offer Due Date & Time?

In accordance with Section L Para 2.3 Electronic Offers - electronic submissions of proposals are accepted and must be received no later than the proposal due date and time specified in accordance with the Request For Proposal and all Amendments. If submitting electronically, there is no need to submit hard copies.

6.1.1 Section A – Solicitation/Contract Form - This paragraph states that: The "original" copy should be clearly marked under separate cover and should be provided without any punched holes. - Q: Can the original 1442 be submitted in the Volume IV Binder in a sheet protector so as not to have any punched holes, or does it need to be submitted separately outside of the Binder?

Paragraph 2(g) of the solicitation notes that “Complete Design and Engineering to include CADD Development” to be included in the coefficient.

Paragraph 1.C of the SABER Scope of Work indicates the Government will provide 35% to 100% design for tasks orders and that the Contractor will take 35% design to 100%. Paragraph 4.A of the SABER Scope of Work states; “Typically, minimum design for SABER is up to 35%”. Each of three paragraphs represents a different workload expectation. As there is a significant overhead cost associated with design and engineering we ask that you clarify the following;

a. Can you clarify what level of design can be expected from the Government and what level will be expected to be provided by the contractor?

b. Can you clarify if “Complete Design and Engineering” as stated in Paragraph 2(g) of the solicitation is defined as 100% Engineer Stamped and signed drawings?

c. It doesn’t appear by the scope of work that the requirement is to have complete design and engineering on all task orders. Can the number of task orders needing each specific level of design be clarified.

d. If all task orders do not require complete design and engineering would the Air Force consider a separate coefficient for projects requiring complete design and engineering?

In accordance with Air Force Instructions/Air Force Pamphlets, SABER is to be executed with minimal "up to 35% design." The whole purpose of SABER is to expeditiously execute construction for the base. Most projects are typically not that complex and concept drawings and/or photographs and SOW narrative items are enough for subcontractors to execute the construction. Separate coefficients will not be established. Coefficients will only be proposed/awarded for standard and non-standard hours for each year.

Paragraph 2(h) of the solicitation state the “These contingencies will be adjusted by the implementation of new Project Estimating software and the current version of "MPB" database with the exercise of each option year”. The RS Means Database is updated on a quarterly basis. Will the MPB database be updated to the current quarter pricing at the time of executing the option year or the pricing established at the beginning of the calendar year?

Section L 3.0 Volume I – Executive Summary

a. Section L specifies that a Narrative Summary should be included and should reference Section M. Section M has no mention of the Narrative Summary or what to include. Please provide additional details on what the Narrative Summary should address.

The Narrative Summary should provide information about the Contractor/Company, history of projects with the federal government, the contractor's capability and past history to successfully demonstrate that they can manage a 5 year, $24.8 Million Task Order Contract to execute multiple and concurrent multi-disciplined construction projects. It should follow/support Section M and the Past Performance Questionnaires.
