Please remember to submit in accordance with the RFP and fully complete Section K and comply with all the instructions in Section L. Additionally, make sure you acknowledge all of the amendments to the RFP and the pricing worksheet is filled out completly. As the RFP states we indend to award without discussions. Two late RFIs have been attached to this notice.

The following information previously furnished with the Presoliciation Notice posted under the previous solicitation number is being provided for information/continuity:
This RESTRICTED ACQUISITION is set-aside for 8(a) firms located within the geographical area of the State of Ohio and other 8(a) firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code, prior to the closing date of the solicitation. All other 8(a) Business Development Participants are deemed ineligible to submit offers.
The NAICS code is 236220 and the Size Standard is $33.5M.
In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S-owned entities.
Project: ZHTV 151004, Simplified Acquisition of Base Engineering Requirements (SABER)
The SABER is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-build and design-bid-build construction projects, which are specific to WPAFB, and applicable to individual task orders. Work will consist of a broad range of maintenance, repair, alteration and/or new construction work on various real property facilities. Type of work the contractor can expect (not inclusive): new construction of buildings and structures; alteration, restoration, and repair of buildings, structures, roads, airfields, ground, roofs; specialty construction; utilities; and miscellaneous services including remediation/hazardous waste removal (i.e. asbestos, lead paint etc.). Contractor efforts may also include design/build from concept to 100% design. The Air Force intends to award one contract for this effort. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual TO.
Contract PoP: 5 years; Ordering Period 5 years
The estimated magnitude of the entire SABER is $76.5M maximum. The value of individual TO is typically $2K to $200K. However, there is a potential that TOs may be more or less than this range.

5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. 6. Contractors shall be capable of securing bonding in the amount of $5M and potentially up to $10M for the MACC. Additionally, Performance and Payment Bonds shall be required up to the full amount of individual TOs.
7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
8. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."

Synopsis for Project Number 151004: Simplified Acquisition of Base Engineering Requirements (SABER)
Solicitation Number: FA8601-16-R-0010
The scope of this project consists of furnishing all materials, equipment, and personnel necessary to design, manage, and accomplish individual projects under the purview of Wright-Patterson AFB, OH. During the contract period, Base Civil Engineering will identify construction tasks and the Contracting Office will negotiate and issue individual task orders to the Contractor to complete them. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved may include, but is not limited to minimal design (35%), carpentry, concrete, excavating, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, masonry, and welding.
This RESTRICTED ACQUISITION is set aside - 8(a) firms located within the geographical area of the State of Ohio and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code, prior to the closing date of the solicitation. All other 8(a) Business Development Participants are deemed ineligible to submit offers.
The NAICS code is 236220 and the Size Standard is $36.5M.
The estimated contract value is $85M. The guaranteed contract minimum will be $50,000. Traditionally, there have been upwards of 100 active SABER delivery orders at varying stages of completion at any given time. However, this historical data does not necessarily reflect future SABER requirements.
In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S-owned entities.
SPECIAL REQUIREMENTS/CONCERNS: The Simplified Acquisition of Base Engineering Requirements (SABER) Contract, at Wright-Patterson AFB, OH, will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) type for estimating and construction efforts. The period of performance is a 365 day base-year followed by four (4) 1-year option periods and a potential 6-month extension of services. This is a follow-on effort to the current SABER contract, FA8601-11-D-0009. Required contractor expertise includes a Contract Manager, Environmental Manager, Design Manager, Quality Assurance Evaluator, and Project Manager. The Government anticipates significant subcontracting activity under the SABER contract and partnering is encouraged. Liquidated damages, if applicable, shall be specified in each task order.
The estimated magnitude of the entire SABER contract is $85M maximum. The value of individual task orders (TO) is typically $2k-$500k. However, there is a potential that TOs may be more or less than this range.
NOTES:
1. The draft Request for Proposal (RFP), as well as the associated requirement documents, will be available on the internet on or about 23 December 2015, at http://www.fbo.gov . The tentative date for the release of the official Request for Proposal is 27 January 2016.
