About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting Signal Hound spectrum analyzers from Signal Hound, LLC on a sole-source basis, with proposals due July 27, 2026, at 4:00 PM Eastern Time. The solicitation is issued under FAR 13.106-1 authority and carries a WOSB set-aside with an EDWOSB option available.
Place of performance is Crane, Indiana. The requirement covers five line items: one SM435B (100 kHz to 43.5 GHz), two SM200B units with extended temperature range (100 kHz to 20 GHz), two SP145 units with extended temperature range (100 kHz to 14.5 GHz), and two BB60D units (9 kHz to 6.0 GHz), with delivery required by August 21, 2026. The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals; PSC 6625, Electrical and Electronic Properties Measuring and Testing Instruments.
Signal Hound LLC owns proprietary rights to data, schematics, and trained technical personnel, and maintains a stockpile of repair and replacement parts necessary for timely and accurate repairs. The justification for sole sourcing also rests on operational standardization—the organization has standardized RF testing operations around Signal Hound's hardware and "Spike" software ecosystem, with existing procedures, custom analysis software built on Signal Hound's API, and personnel training dependent on this platform. The equipment supports mission-critical electromagnetic warfare testing, validation, and verification in a mobile test trailer.
All items are firm fixed price, FOB Destination. Inspection and acceptance occur at destination; payment processes through WAWF with electronic funds transfer. Contractors must hold CMMC Level 1 (Self) certification and comply with item unique identification requirements for items exceeding $5,000 unit acquisition cost. All offerors must register in SAM. Although sole-sourced to Signal Hound, all responsible sources may submit capability statements for Government consideration; the Government retains discretion to conduct competitive procurement based on responses received.
