Summary: Memorandum to the File for AMS PID - Sole Source Justification
This memorandum documents a decision to restrict competition for a commercial acquisition under the Simplified Acquisition Threshold (SAT) in accordance with RFO FAR 12.102(a). The contracting officer has determined that only one source is reasonably available for this procurement. Signal Hound of Battle Ground, Washington (CAGE Code 3W5D6) is identified as the sole source vendor, with the total dollar value redacted from the document.
The requirement covers four Signal Hound RF test and measurement equipment models: SM200B, SM435B, SP145, and BB60D. These high-performance radio frequency analyzers are intended for advanced RF signal analysis, monitoring, and testing in a laboratory environment, with a required delivery date of August 1, 2026. The justification for sole sourcing is based on "Other Reasons" centering on operational standardization and mission criticality. The organization has standardized its RF testing operations around Signal Hound's hardware and "Spike" software ecosystem, with existing procedures, custom analysis software built on Signal Hound's API, and personnel training all dependent on this platform. The equipment is identified as mission-critical for supporting electromagnetic warfare (EW) testing, validation, and verification in a mobile test trailer. The memorandum emphasizes that introducing alternative manufacturer equipment would create data incompatibility issues, necessitate costly software redevelopment, require extensive personnel retraining, and cause significant operational delays that could jeopardize warfighter safety and program timelines. The contracting officer, Michelle Helton Morgan Junalee, digitally signed this justification on July 14, 2026.

OTHER REASONS. Other reasons not identified above. Provide details on mission impact if requirement is not solicited from only one source.
Our organization has standardized its Radio Frequency (RF) testing and analysis operations around Signal Hound's hardware and its "Spike" software ecosystem, making them essential for maintaining operational continuity at our testing events. All current procedures, custom analysis software built on Signal Hound's API, and personnel training are based on this platform. Introducing a different manufacturer's equipment would create mission-critical disruptions, including data incompatibility that prevents comparison with historical results, the need for costly and time-consuming software redevelopment, and extensive personnel retraining that would cause significant operational delays.
Therefore, Signal Hound is the only source capable of providing equipment that ensures seamless interoperability and data consistency without causing unacceptable mission delays and substantial rework costs.
This purchase supports the procurement of high-performance spectrum analyzers to be integrated into our mobile test trailer. These spectrum analyzers are the core processing component required to support Electromagnetic Warfare (EW) testing, validation, and verification. Without these spectrum analyzers, our mobile test systems cannot accurately process, measure, or analyze the tactical radio frequency (RF) signals captured by our high-performance antennas, leaving a critical gap in our field testing and evaluation capabilities and rendering the test trailer non-mission capable.
Failure to procure the required Spectrum Analyzers will result in an estimated in waste due to test delays, schedule impacts, and increased program costs. Additionally, it will prevent validation of critical equipment, creating significant operational risk and potentially jeopardizing the safety of Warfighters who depend on fully tested and validated capabilities.
BRAND NAME: Item required must be a brand name product, or feature of a product, particular to one manufacturer.
<<Identify the specific brand name, model, or part number required.. Explain specific characteristics, unique features, form, fit and function of the item, direct replacement, and/or new item/service must coordinate, connect, or interface with existing system, nature of the acquisition that requires use of the same contractor as part of a logical follow-on, explain why "or equal" products from other manufacturers will not satisfy the Navy's requirements.>>
UNUSUAL AND COMPELLING URGENCY:
The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits, bids, or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical, and the routine processing time would result in injury to the Government. The determination that the procurement for the above product/service requires unusual and compelling urgency is based on the following:
i. Date on which the requirement was first identified:
ii. Required delivery date/period of performance:
iii. Explanation of why delivery/commencement of services by the date mentioned above is required:
<<Provide Impact statement (mission/financial impact) if requirement is not met.>>
iv. If appropriate, include any additional pertinent information.
<< When urgency is cited, provide data, estimated cost, or other rationale as to the extent and nature of the harm to the government that following schedule procedures would cause>>
