About this opportunity
The 35th Contracting Squadron at Misawa Air Base, Japan, issued a Special Notice on July 2, 2025, regarding a single-source procurement for signal generator repair services. The Department of the Air Force Pacific Air Forces intends to award this contract exclusively to Keysight Technologies Inc. to provide repair services for the 35th Maintenance Squadron. The procurement is being conducted under FAR 13.106-1(b)(1) and FAR 6.302-1(b)(1)(ii), which allows for single-source acquisitions when only one contractor can meet the government's requirements. The contract falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Product Service Code of J061. The solicitation incorporates provisions and clauses effective through FAC 2025-04 as of June 11, 2025.
The purpose of this procurement is to repair two specific signal generators currently not functioning properly at Misawa Air Base - a Model E8257D Signal Generator experiencing self-test failures with error 605 Sweep Lock issues, and a Model E8663D Signal Generator with an output attenuator stuck around -28dB amplitude. Contractors interested in this opportunity must submit their responses by July 16, 2025, providing all necessary personnel, equipment, and materials to diagnose and repair the units to original manufacturer specifications. The selected contractor will be required to deliver comprehensive documentation including inspection reports, repair timelines, parts lists, and Certificates of Calibration traceable to the National Institute for Standards and Technology. Since this is a single-source procurement specifically targeting Keysight Technologies Inc., participation is limited to that company, with the 35th Maintenance Squadron shipping the equipment to the contractor for diagnosis, repair, and return to Misawa Air Base.
