About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting repair and modification services for signal data processing equipment under NSN 7H-5895-016296069 (Technical Data Package Version 007). The primary requirement involves repairing 35 units with delivery on a Free-on-Board Origin basis, with an anticipated option for an additional 14 units. Award will be made only to offerors whose products, services, or manufacturers meet specific qualification requirements at the time of award, as outlined in FAR clause 52.209-1, with qualification details to be provided by the contracting officer in the forthcoming solicitation. The Government does not own the data or rights necessary to source repairs from alternative vendors and has determined that obtaining such data or reverse engineering the part would be uneconomical. A formal Request for Proposal will be issued following this pre-solicitation notice, with responses due by December 12, 2025. Interested parties may notify the contracting officer of their capability to satisfy the requirement using commercial items within 15 days of this notice.

This procurement carries no set-aside designation and falls under PSC 7G20 (IT and Telecom - Network Analog Voice Products). No incumbent contractors or potential award values are identified in this pre-solicitation notice. The requirement reflects a non-competitive procurement strategy, as the Government's inability to access technical data or manufacturing rights limits the competitive universe to the original manufacturer or authorized repair sources. The posted date of July 16, 2025, with a December 12, 2025, deadline provides approximately five months for proposal preparation and submission. No commercial item alternative evaluation criteria have been established, though interested parties retaining commercial item solutions are encouraged to present their capabilities within the specified timeframe.
