About this opportunity

The U.S. Embassy Bangkok, Department of State, seeks quotations for motorized three-wheeled electric vehicle (tuk-tuk) shuttle and shuttle van services, with quotations due November 12, 2026 at 4:00 PM Bangkok local time. The procurement is unrestricted, with no set-aside used. Written questions are due November 4, 2026 at 4:00 PM Bangkok local time. The notice's due-date field reads November 2, 2026, but the solicitation text sets the November 12 deadline.

Award goes to the lowest-priced acceptable, responsible offeror on initial quotations without discussions, though discussions with the competitive range are possible. Offerors must be registered in SAM before submittal, and the solicitation states that failure to register may render a proposal non-responsible.

Service is performed between two specified Embassy facilities, Monday through Friday except Government holidays. The attachment summary calls for at least two full-time licensed drivers plus one backup for each service: 36 tuk-tuk trips per day and 28 shuttle van trips per day. Estimated ordering runs from a minimum of 50 days to a maximum of 120 days. The attachment summary describes a one-year performance period but gives an end date of November 30, 2026. Pricing is in Thai Baht and must include labor, materials, Defense Base Act and general liability insurance, overhead, and profit. The contractor bears vehicle maintenance, fuel, operational costs, driver licensing, personnel security background checks, and compliance with Thai labor law.

Required submissions are SF-1449 Section 1, Pricing, Section 5 Representations and Certifications, and technical information covering past performance references, personnel qualifications, equipment plans, insurance documentation, and a transition plan. Quotations must be a PDF no larger than 25MB, sent electronically to Pinlaorp@state.gov.

The NAICS code is 485999, All Other Transit and Ground Passenger Transportation, and the PSC is V226, Taxicab.
