About this opportunity
The National Oceanic and Atmospheric Administration seeks to extend short message service broker services to support the Mobile Decision Support Services Interactive National Weather Service program. An SMS broker is required to route messages between NOAA and cellular carriers to deliver weather alerts and data via text message to approximately 75,000 registered emergency managers and other decision makers across the United States and its territories. The contractor must demonstrate experience with SMS gateway services, securing carrier approvals, provisioning capabilities for high user volumes, and ensuring 99.9% monthly availability of at least ten messages per second. Quotes will be evaluated based on experience and past performance, and are due by November 4, 2022.
This is a 100% small business set-aside solicitation under NAICS code 517210, with a potential award value equal to the current contract price held by incumbent Ewing Systems of approximately $2 million annually. The selected contractor will provide up to 8 million SMS messages annually over a five year period from the notice of award through January 2028, with an option for 2 million additional messages. Performance will take place throughout the United States and its territories.

Users specify interest areas for location and types of weather alerts desired. MDSS (iNWS) embeds short hyperlinks in text message alerts to generate a brief but powerful message.
The National Oceanic and Atmospheric Administration (NOAA) is the leader in modeling and forecasting atmospheric and hydrologic behavior. iNWS provides delivery of this data to emergency managers and other key community decision makers who are in-route to a high-impact event, out of the office, or otherwise mobile. iNWS is working to take advantage of mobile information technology in order to enhance the service of our mission, and remain relevant in today’s society. The use of mobile technology is necessary for us to provide information to users more completely, in a more usable form, and in a timely manner, for the protection of life and property.
