About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure one new 20-foot shipping container for delivery to Kadena Air Base in Okinawa, Japan, supporting the Radar Operations Center in Norman, OK. This firm fixed-price contract will be awarded through a competitive solicitation process with the intent of selecting the most responsive and responsible quoter providing the best value under FAR 13.106-2(B)(3). All contractors must be registered in the System for Award Management (SAM) and possess a unique entity identifier to be eligible for award. The solicitation requires electronic quote submission by May 19, 2025, at 1400 ED, with vendors required to complete specific response items and address organizational conflict of interest questions. Evaluation will focus on price, delivery schedule, and the offeror's past performance related to similar contracts.
The solicitation is set aside as a Total Small Business opportunity, specifically targeting the Deep Sea Freight Transportation industry with NAICS code 483111. The shipping container must be new, A-quality, Convention for Safe Containers (CSC) certified, and meet international shipping regulations for export from Japan and import to the United States. Delivery is scheduled for June 23, 2025, to the specific coordinates of 26.3078 N, 127.903469 E at Kadena Air Base. The procurement emphasizes a preference for US-owned vessels and requires vendors to coordinate delivery with Department of Defense personnel. While the total award amount is not explicitly stated, the contract will be administered by the Eastern Acquisition Division located in Norfolk, VA, with the successful vendor required to schedule a post-award meeting with NOAA representative Eric Ice.
