About this opportunity

The Naval Air Systems Command (NAVAIR), a component of the Department of the Navy, is seeking access to the Pitney Bowes Shipping 360 System to support official mail operations at Naval Air Warfare Center Training System Development (NAWCTSD). The procurement will provide multi-carrier shipping capability through US Postal Service, Federal Express, UPS, and DHL, along with the ability to print US Postal Service stamps. A key objective of this contract is to enable NAWCTSD to comply with least-cost carrier requirements for official mail by allowing staff to compare pricing across the four available carriers and select the most economical option. The contract will support up to 50 users of the Shipping 360 System. The pre-solicitation notice was posted on November 24, 2025, with a due date of December 1, 2025, providing potential offerors with one week to submit questions or indicate interest in this opportunity.

This procurement involves no set-aside designations and will be executed through the Government Purchase Card (GPC). The contract will include one Pitney Ship Cube device for label and stamp printing capabilities, along with variable postal fund replenishment not to exceed $8,500 annually for option years 1 through 4. The effort is classified under NAICS 333248 (All Other Industrial Machinery Manufacturing) and PSC W074 (Lease or Rental of Equipment—Office Machines, Text Processing Systems, and Visible Record Equipment), indicating that this is structured as equipment lease or rental rather than a purchase. The total estimated value across the base and option years does not exceed the stated annual postal fund limitation, making this a relatively modest procurement for the Department of the Navy's operational needs.
