About this opportunity

The United States Coast Guard (USCG), a civilian agency within the Department of Homeland Security, has issued a Special Notice of Intent to Sole Source a contract to Alpha Marine Services, LLC. The notice, posted on February 6, 2025, with a response deadline of February 21, 2025, outlines a procurement action for ship management and training support services. This sole-source contract will be executed under Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from only one responsible source. The contract will specifically support the Coast Guard Cutter STORIS, an ice-capable anchor handling vessel recently acquired by the USCG. The agency published this opportunity through the Department of Homeland Security Acquisition Planning Forecast System (APFS) to provide early visibility to industry stakeholders.

The primary objective of this contract is to ensure operational readiness of the STORIS by providing comprehensive ship management, training, and support services. Alpha Marine Services has been identified as the sole contractor capable of meeting the USCG's specific requirements, as outlined in a previous Request for Information (RFI). The contract will be structured with both Fixed-Price and Time and Materials components, focusing on shoreside training, advisory support, and system stock and outfitting. The ultimate goal is to enable the Coast Guard to effectively operate and maintain a surface asset capable of projecting U.S. presence in the Arctic region. Contractors should note the specific NAICS code 488330 for Navigational Services to Shipping and PSC code R706 for Management: Logistics Support are associated with this opportunity. While this is a sole-source procurement, the notice serves to provide transparency about the planned contract action and inform potential industry participants about the USCG's strategic maritime capabilities enhancement.
