NOTICE OF INTENT.
THIS IS NOT A REQUEST FOR QUOTES.
The Agricultural Research Service intends to award a firm fixed price Commercial Service purchase order to Shimadzu Scientific Instruments, Inc. for preventative maintenance of Shimadzu instruments. The Government has found Shimadzu to be the only reasonable source that can successfully provide the requirement. The statutory authority if for other than full an open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
A Determination to Solicit from a Single Source is being prepared. The Government anticipates award in September of 2024. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can provide the requirement are encouraged to identify themselves and give written notification to the Contract Specialist no later than 2pm (MT) on August 20, 2024. Responses to this notice can be emailed to amanda.somerville@usda.gov.
The NAICS code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance with a size standard of $34.0 million. A determination by the Government not to compete this proposed action base on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

This sources sought notice is for informational and planning purposes only. This is strictly market research and the government will not entertain questions concerning this market research.
The intent of this notice is to determine the socioeconomic status of all potential vendors that can successfully provide preventative maintenance services on Shimadzu scientific instruments. Results of this notice will help determine if the upcoming requirement can be set aside for small business.
The requirement includes complete system alignment, cleaning/lubrication of mechanical assemblies, calibration tests, and validation tests; use of Shimadzu Instruments parts only; all parts, labor, and travel; software and firmware updates; unlimited remote diagnostic support and phone support for the instruments below.

Vendors having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. The capability statement must include the following:
1) Company name and point of contact information
2) UEI number
3) Small business size/certification (to include 8(a),HUBZone, SDVOSB, etc.)
4) Brief explanation of recent and relevant work (past 3 years)
Responses must be emailed to amanda.somerville@usda.gov and must be received no later than 2pm (MT) on August 15, 2024. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.
