About this opportunity
The Department of Energy Fermi National Accelerator Laboratory, through Fermi Forward Discovery Group LLC, is seeking transportation services for shield blocks made from reclaimed steel. The contractor will transport two shield blocks per load from Energy Solutions in Oak Ridge, Tennessee, to Fermilab in Batavia, Illinois, following specific loading, blocking, and bracing procedures outlined in Energy Solutions' plan. Contractors must provide a corporate safety plan, maintain an Experience Modification Rate below 1.0, and submit three references for transportation work experience. The evaluation will focus on contractor responsibility, conformance to requirements, and overall advantage to the government, with the intent to award a single subcontract. The original proposal deadline of October 15, 2025, has been extended to October 17, 2025, at 5:00 p.m. Central Standard Time, with electronic submission required to the designated contracting officer.
This solicitation carries no set-aside designation and is open to all qualified contractors. The contract includes a base period from award date through December 31, 2026, with three optional one-year extensions potentially extending through 2029. Transportation typically occurs at a rate of two to four loads per week during periods when shield blocks are available, with an estimated 250-300 blocks to be transported over the four-year potential contract duration. Each shield block weighs approximately 20,000 pounds and has an insurance value of $1,500, requiring flatbed trailer transportation with a 24-hour transit time expectation. Deliveries must occur between 7:00 AM-11:30 AM or 12:30 PM-1:30 PM Central Standard Time, with Thursday as the preferred delivery day, and the contract includes a fuel surcharge mechanism that adjusts pricing based on quarterly diesel fuel price fluctuations exceeding 10% of the base range.
