About this file

This document is an Amendment to Solicitation (Amendment No. 02) for RFP No. NSCF-373754-SH, a transportation services contract for Shield Block Transportation. The amendment changes the proposal due date from October 15, 2025, to October 17, 2025, and updates the pricing section (Section B2) to include a firm-fixed-price structure for shield block delivery. The contract covers transportation of shield blocks (2 blocks per load) from the award date through December 31, 2026, with a base fuel cost component that allows for economic price adjustments when fuel prices fluctuate beyond a 10% range.

The amendment includes 39 questions and responses that provide additional context about the transportation requirements. Key details include: deliveries will be coordinated by FFDG, with an estimated 250-300 blocks transported over 4 years, using flat bed trailers. The norm is three loads per week, picked up on Mondays or Wednesdays and delivered on Tuesdays or Thursdays. Cribbage materials will be provided by Energy Solutions, and the contract is specifically for transportation services only. Offerors are expected to submit proposals following the guidelines in Section L, with specific attention to insurance requirements, safety plans, and other contractual specifications.

III. QUESTIONS/RESPONSES:

11. Please describe access for load and drop?

Access is sufficient for OTR equipment and has been utilized for ~400 deliveries to date.

12. Please identify if during the contract award weekly production rate produced will be coordinated by government, vendor, or transporter?

Weekly production/availability will be coordinated by FFDG.

13. Will the minimum delivery be fixed, and not subject to increase or decrease? Or is the minimum 50 and maximum 100?

The exact delivered loads will depend on how many deliveries are completed under the current contract through November 2025 and the exact production of shield blocks. The minimum quantity of 50 should be able to be maintained.

14. Is deadheading reimbursable?

No.

15. Is each load to be bonded?

No.

16. Can the USGS estimate the project management personnel usage in annual number of hours required for coordination of transportation? (i.e. what is the expectations?)

The level of coordination required may vary depending on the Offeror’s operational approach, communication practices, and logistical models. Therefore, we are not in a position to estimate the number of hours that will be required by the Offeror’s project management personnel. We encourage Offerors to assess their own project management needs based on the scope and scale of services proposed.

17. Was a prior contract awarded under this request? Can we have the contract details? Is there a procurement threshold?

This is a new RFP. There is a current contract set to expire soon. FFDG will not disclose the current contract details. No, there is no procurement threshold.

18. Will production be continuous or will there be gaps in production?

There will be gaps in production of the shield blocks based on seasonal production melts, availability of scrap metal for melts and processing of the blacks. The rate of loads has been leveled in the past to coordinate steady regulars loads for transportation.

19. Will company drivers and/or brokered drivers be required to comply with any background checks and/or any other regulations requiring government response prior to delivery?

Please read the Terms and Conditions (J-2).

20. What is the process for this bid?

Please read the entire RFP. Pay attention to items required in Section L.

21. Is the RFP just for Transportation? We only need to complete the transportation RFP, if that is what we are hoping to be awarded?

This RFP No. NSCF-373754-SH is for transportation services only. Please respond to this RFP if you are interested.

22. Where do you sign or acknowledge changes?

(3) options are available

a) sign the individual amendment(s) and send them to shorton@fnal.gov.

b) send an email to shorton@fnal.gov acknowledging the amendment(s). in the body of the email.

c) Complete and sign the SARC form (K-2). It should be noted that a responsive proposal includes the submittal of the SARC form in addition to other requirement listed in the RFP.

23. What/where is the price/contractual proposal volume.

Please review Section L – particularly L1, L12 and L18.

mailto:shorton@fnal.gov mailto:shorton@fnal.gov

24. In reference to the Safety Plan and Quality Assurance plan, are you looking for an ISO 9001:2015 type document? If not, please advise There are no ISO requirements for THIS RFP. If your company has a Safety Plan and/or a Quality Assurance plan, please submit them.

25. In reference to the Loading, Blocking, and Bracing Plan, will the transmat's be provided or is the driver responsible for supplying these mats?

The cribbage materials will be provided by Energy Solutions

26. Do the driver's supply the 4x6 boards and 2x6 wood to secure the blocks? Or will they be provided?

27. Are the drivers required to provide the 30 equally spaced 16d common nails (3-1/8", 0.162 diameter) and to perform the securement? Or will a site crew be available to supply materials and handle the securement for each load?

28. We subcontract out, just about everything we do, will the 70% disqualify us?

Per SARC, page 5, section 4.c " Offeror represents that it will not subcontract more than 70 percent of the total cost of the work to be performed under any cost reimbursement subcontract greater than the Simplified Acquisition Threshold issued by FermiForward;" This is a FIRM FIXED PRICE subcontract.

29. Is there an opportunity to red line any of the terms or conditions?

Please review Section L.14

30. Would (4) loads a week be the extreme or norm?

The number of loads each week is dependent on the number of blocks ready for shipment at Energy Solutions. The norm to date has been three (3) loads per week. This could be increased if in coordination with Energy Solutions they would like to clear ready blocks from their yard. Each time shipping services are requested FFDG requests if the shipping order can be supported by Energy Solutions and the Block Transporter.

31. We can offer greater price options if we could determine a weekly pickup & drop schedule if possible or is "White Glove" service and safety your main concern?

We are not familiar with the term "White Glove Service". The blocks have been historically been picked up on either Mondays or Wednesdays and delivered the following day on Tuesdays or Thursdays. Each week's deliveries are dependent on the availability of blocks at Energy Solutions.

32. Do you have dimensions or pictures of the "Shield Blocks" if not is it possible for our scout team to view the pick area and items to be shipped? (we can have our two person team there next week for visual purposes only) The dimensions of the blocks are included in the RFP (J-4). All loading and unloading logistics are provided by either Energy Solutions or FFDG.

33. We are pricing this as an " ALL INCLUSIVE" project. Are there any special requests for services you wish to include ?

All services we request pricing for are reflected in the RFP and in the per load unit price.

34. Insurance question: We do not carry worker's compensation; [however] we carry contingency coverage for both auto and cargo, ensuring double protection for your operations. Would this structure present any issues without submission if we clearly outline it in our proposal?

Please provide evidence that your company's employees are covered . All potential offerors are responsible to ensure their lower tier subs are covered by worker's comp policy.

35. Will a sign bill of lading suffice as acceptance of delivery? Or is there a specific Fermi form?

Yes, a sign bill of lading will suffice.

36. For insurance (J-5), will general liability for brokers along with proof of carrier insurance meet all requirements? Or do you require all coverage at the broker level?

All Offerors must follow the minimum insurance requirements. Please review section 2 and 7 of the Insurance Requirements for Onsite Non-Professional Services (J-5) & question 34 above.

37. Do you want pricing for Option 1, Option 2 and Option 3?

Yes

38. Is the total load amount 300 blocks over the course of 3 years?

Our estimated block count is between 250-300 over 4 years.

39. Are we able to use dry vans or Flat bed trailers?

Flat beds
