About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking a design contract for a specialized shaft handling fixture to be mounted on a Scheuerle Self-Propelled Modular Transporter (SPMT) at the Norfolk Naval Shipyard. The primary objective is to develop a fixture capable of removing and installing naval ships' propulsion shafts, with specific technical requirements including a 100-KIP vertical lifting capacity and compatibility with 4 or 6-axle SPMTs. The design must conform to multiple technical standards including IEC, ISO, ASME, OSHA, and AWS requirements, with the government open to innovative approaches that meet the project's core objectives. Interested contractors must submit capability statements by June 5, 2025, via email to specified Navy contacts. The evaluation will likely focus on the ability to meet technical specifications, stay within schedule and budget limitations, and provide a superior design solution.
The procurement may be conducted through full and open competition and is classified under NAICS category 541330 for Engineering Services. The project requires a fixture that can handle shafts between 2-3.75 feet in size, with operational capabilities at elevations ranging from 11.5-19.0 feet. While no specific award value is mentioned, the contract involves developing a complex, specialized piece of equipment with significant technical requirements. The design must include features such as hydraulically driven retractable cylinders, a Tier 4 engine, wireless and backup wired controls, and corrosion resistance suitable for marine environments. The Navy is conducting market research to identify potential contractors who can meet these sophisticated engineering and design specifications for the shaft handling equipment.
Notice text
The objective of this is to develop a design for a shaft handling fixture to be mounted to the Norfolk Naval Shipyard’s Scheuerle model of Self-Propelled Modular Transporter (SPMT). The fixture’s sole purpose will be for removal and installation of Naval ships’ propulsion shafts. The fixture shall be designed confirming to the applicable contents of the references listed in section 2. Critical components and requirements are defined in Section 3. The stated requirements are not intended to limit contractors’ innovative concepts. The Government will consider variation from specific requirements in this Statement of Objective (SOO), on an item basis, if the proposed change is within schedule and budget limitations, meets the objective for the project, and results in a superior design.
