About this opportunity

The Department of Transportation Maritime Administration is conducting a Sources Sought Notice to identify potential contractors for comprehensive sewer utility services at the U.S. Merchant Marine Academy located in Kings Point, New York. The procurement seeks firms capable of providing the entire requirement for sewer services, either as prime contractors or subcontractors, with services to be available 24 hours per day, 7 days per week, 365 days per year beginning April 1, 2026. The applicable NAICS code is 221320 (Sewage Treatment Facilities) with a small business size standard of $35 million, and the PSC code is S119 (Utilities - Other). Key contract requirements include conducting field assessments of existing sanitary system conditions, ensuring compliance with applicable codes and standards, coordinating service disruptions with the Contracting Officer's Representative with at least three days' notice, and obtaining EPA 503 slug reports. Interested parties must submit responses to Contracting Officer Durba Ray at durba.ray@dot.gov by February 6, 2026, at 1:00 PM EST, with the information gathered used to determine whether the subsequent formal solicitation will be restricted or set aside for small businesses.

This is a pre-solicitation notice with no set-aside designation currently applied, and no incumbent contractor or award value is identified at this stage. Respondents must address a comprehensive questionnaire covering business size, small business program eligibility (including 8(a), women-owned, veteran-owned, and service-disabled veteran-owned status), firm-fixed-price unit pricing for potential five-year contract periods, availability of existing GSA contracts for water pollution or sewer utility services, proposal preparation timelines, New York State licensing and authorization, and estimated five-year service costs for market research purposes. The contract period of performance spans from April 1, 2026, through March 31, 2027, with options for renewal extending to a potential five-year term. The scope of work specifies that repairs to meters or external sewage treatment services must be billed separately if located on Academy facilities, and the contractor bears responsibility for all required sanitary services throughout the contract term with no penalties assessed to the Academy for flows into the sanitary source.
