About this opportunity
The Indian Health Service (IHS) is soliciting quotes for the furnishing and installation of a sewer service line at 1012 Nottingham Circle in Norman, Oklahoma. The procurement involves installing approximately 75 linear feet of 4-inch PVC Schedule 40 pipe, including a new sewer tap, service line, fittings, cleanout, and backflow preventer, with potential concrete cutting and removal work. Contractors must hold appropriate licenses, provide a one-year warranty, and restore the site to original condition upon completion. Quote evaluation will be based on submission of a firm fixed-price quote using the SF18 form, technical specifications with acceptable materials list, and two examples of relevant past performance with organizational details and award amounts. The solicitation timeline has been extended with questions now due by September 10, 2025, at 5:00 p.m. CST, quotes due September 12, 2025, at close of business CST, and a mandatory site visit scheduled for September 10, 2025, at 9:00 a.m. CST.
This procurement is designated as a 100% Indian Owned set-aside under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a size standard of $45.0 million, requiring completion of the Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form. No incumbent contractor information is provided in the solicitation documents. While no specific contract value is disclosed, the project scope suggests a relatively modest infrastructure improvement given the residential location and limited linear footage of pipe installation required. The performance period is established at 60 calendar days from the Notice to Proceed, with work to be conducted at the single residential address in Norman, Oklahoma. The contractor will be responsible for obtaining all necessary permits from the City of Norman and ensuring compliance with local specifications and prevailing wage requirements under Davis-Bacon wage determination OK20250029.
