About this opportunity
The U.S. Army Corps of Engineers (USACE), Portland District issued a Notice of Intent to Sole Source for daily and weekly sewage sampling and testing services at two facilities: the Schwarz Park drain field at Dorena Lake and the Cottage Grove Lake sewage treatment and effluent irrigation facilities. This Special Notice was posted on February 10, 2026, with a response deadline of February 19, 2026. The procurement is set aside exclusively for small businesses. This is not a formal solicitation but rather notification of the agency's intent to award a sole source contract based on unique capability requirements. The issuing agency is the Department of the Army Corps of Engineers Engineering District Portland, a defense-affiliated federal agency.
The primary objective of this procurement is to secure a qualified contractor to manage sewage sampling and testing operations in compliance with Oregon Department of Environmental Quality (DEQ) permit requirements and state administrative rules. To be eligible, contractors must employ certified operators and supervisors who meet DEQ Level I or higher certification standards in wastewater treatment system operations, possess the ability to perform all testing and analysis mandated by permit conditions, and be geographically positioned to provide immediate on-site response capabilities. Delta Environmental Services, Inc. has been identified as the sole source contractor capable of meeting these stringent requirements. The statutory basis for this sole source award is 10 U.S.C. 2304(c)(1), as implemented through FAR 12.102(a), which governs sole source procurements at or below the simplified acquisition threshold. Interested parties should note that this procurement falls under the Sewage Treatment Facilities NAICS category (221320) and the Housekeeping–Waste Treatment/Storage PSC category (S222).

This is NOT a solicitation. This is a Notice of Intent to Sole Source.
The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source contract for the daily/weekly performance of sewage sampling and testing at Schwarz Park drain field (Dorena Lake) and Cottage Grove Lake sewage treatment and effluent irrigation facilities.
In order to operate a sewage treatment plant and effluent irrigation facility, two (2) Department of Environmental Quality (DEQ) permits are required for sewage sampling and testing. In addition, per the Oregon Administrative Rule 340.49.0015 item 6, a supervisor must be available to the wastewater system owner and to any other operator, and able to immediately respond on site. A certified operator and supervisor are required for sewage sampling and testing. DEQ lists requirements for certification compliance for what will constitute a qualified supervisor.
For certification compliance, the operator to whom the system owner has designated the authority to establish and execute operational practices and procedure is the system supervisor. This operator must have full and active responsibility for the daily on-site technical operation of the wastewater treatment system. The supervising operator is not required to be on site at all times, but must be available to respond on-site at the request of the owner or any other operator. This contractor must be able to perform all testing and analysis required by the permit.
Delta Environmental Services, Inc. is the only company at this time that can meet the DEQ requirements, they meet the location requirement of being able to immediately respond on site, and they are certified in treatment system operations at a level I or higher.
