About this opportunity

The National Oceanic and Atmospheric Administration seeks non-personal construction services to repave and re-stripe parking lots at the National Weather Service Weather Forecast Office in Peachtree City, Georgia, with quotes due July 20, 2026 at 10:00 AM MDT. This procurement is a small business set-aside, foreclosing competition outside that category.

Place of performance is two locations within Peachtree City: the primary work site at #4 Falcon Drive (approximately 25,000 square feet with 50 parking spaces) and an optional contingent-on-funding site at #7 Falcon Drive (approximately 4,000 square feet). The mandatory work (CLIN 0001) requires milling down existing asphalt two inches, repairing cracks and potholes to base material, replacing and recompacting base material, installing superpave asphalt or equivalent, and re-striping with white commercial-grade Sherman-Williams Pro-Park Waterborne Traffic Marking Paint or equivalent, including two blue handicap markings. The optional work (CLIN 0002) covers repaving only around the Upper Air building with no striping required. Both line items carry a 120-day performance period from Notice to Proceed.

The NAICS code is 238990, All Other Specialty Trade Contractors, with a small business size standard of $19.0 million. This is a new requirement with no incumbent. The Davis-Bacon Act applies, incorporating General Decision GA20260003 Revision 1 establishing prevailing wage rates for highway construction work in 20 Georgia counties including the work location. Quoters must certify asbestos-containing materials will not be used and must submit a completed Construction Order Certifications form with their quote. A payment bond or irrevocable letter of credit equal to 100 percent of contract price is required within 10 calendar days of award unless the quote is under $35,000. Evaluation will weight technical approach, experience, and price, with non-price factors weighted equally and collectively more important than price. Site visits are highly recommended but not required.
