THIS IS A RESEARCH AND DEVELOPMENT NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL.
Notice of Intent to Sole Source Only and shall not be construed as a solicitation or as an obligation on the part of Walter Reed Army Institute of Research (WRAIR) or the US Army Medical Research Acquisition Activity (USAMRAA).
WRAIR is seeking a Small Business designated source that has the knowledge, capabilities, and technical expertise to provide the support services to develop antibodies against the ESKAPEE pathogens. The NAICS Code(s) in consideration for this requirement is 325414, the PSC of AN11.
The objective of this requirement is to provide antibodies against protein targets found on the surface of ESKAPEE pathogens for research and testing in WRAIR’s in vitro assays and animal models of infection.
SCOPE:
The attached draft Performance Work Statement (PWS) defines the procurement of the technical expertise and support services to develop antibodies against the ESKAPEE pathogens in support of the Wound Infections Department (WID), Bacterial Diseases Branch (BDB) at WRAIR. The contractor shall secure the provisions necessary to meet the specified objectives and perform the tasks described in attached draft PWS. To meet the objectives, the contractor shall provide antibodies against protein targets found on the surface of ESKAPEE pathogens for research and testing in WRAIR’s in vitro assays and animal models of infection.
PERIOD OF PERFORMANCE:
The estimated period of performance would be:
Base 30 September 2020 – 29 September 2021
(Total Contract will be Base and Four (4) – 1 Year Options through September 2025).
WORK SCHEDULE AND LOCATION
All work associated with this effort shall be performed and completed at the contractor's facilities following the contractor's work hours and schedule.
QUALITY STANDARDS
Performance and Quality Standards will be outlined in the attach Quality Assurance Surveillence Plan.
This requirement is defined as code 325414 under the North American Industry Classification System (NAICS).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information, by deadline specified to Major Kate Hamilton at kathleen.e.hamilton4.mil@mail.mil. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.
Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
