About this opportunity

The Department of Justice, Justice Management Division, Office of Acquisition Management has issued a Notice of Intent to Sole Source a ServiceNow Enterprise License Agreement (ELA) Blanket Purchase Agreement (BPA). The notice consolidates 15 separate ServiceNow software license and maintenance service contracts currently managed across 15 DOJ components into a single procurement. The anticipated award will be made on a sole source basis to Carahsoft Technology Corporation, identified as the sole authorized GSA Federal Supply Schedule Multiple Award Schedule distributor of ServiceNow products and services. This consolidation is authorized under Executive Order 14240 and supported by DOJ Class Deviation from the Federal Acquisition Regulation and General Services Acquisition Regulation. The requirement falls under NAICS 513210 (Software Publishers) and PSC 7A21 (IT and Telecom-Business Application Software - Perpetual License Software).

The primary objective of this consolidation is to streamline procurement operations and reduce administrative costs by managing ServiceNow requirements through a single agreement rather than multiple separate contracts. Interested parties must submit responses identifying their interests and capabilities via email to Marie Headley at Marie.Jeanne.Headley@usdoj.gov by May 7, 2026 at 12:00 PM EST; however, this is not a request for quotes and no formal solicitation will be issued. The Government will use submitted responses solely to determine whether to proceed with competitive procurement or maintain the sole source approach, reserving the right to award to Carahsoft without competition. There are no specific eligibility criteria outlined for participation, as this notice is intended to provide notification of the Government's intent rather than solicit formal bids or proposals. Telephonic inquiries are strongly discouraged, and all communications should be submitted via email only.

Update #2 · Latest ·

The Justice Management Division Office of Acquisition Management Procurement Service Staff intends to limit competition to ‘items peculiar to one manufacturer’ software licenses, and software maintenance to the ServiceNow brand in accordance with DOJ Class Deviation from the Federal Acquisition Regulation (FAR) Part 8 in support of Executive Order (EO) 14275 on “Restoring Common Sense to Federal Procurement,” dated September 23, 2025, FAR 8.401(b) and General Services Acquisition Regulation (GSAR) 538.7104-4 and on a sole source basis pursuant to GSAR 538.7104-3(b)(1)(ii).  In addition and IAW 15 U.S.C. 644(e) and FAR 7.107-2(a), the Department has determined that consolidation and bundling is necessary and justified for the ServiceNow Licenses requirements.
