Notice of Intent to Sole Source

This is a Notice of Intent to Sole Source issued by the U.S. Department of Justice (DOJ), Justice Management Division, Office of Acquisition Management. The DOJ intends to consolidate 15 separate ServiceNow software license contract actions across 15 components into a single Enterprise License Agreement (ELA) Blanket Purchase Agreement (BPA) to be awarded on a sole source basis to Carahsoft Technology Corporation, the sole authorized GSA Federal Supply Schedule (FSS) Multiple Award Schedule (MAS) distributor of ServiceNow products and services. The consolidation is mandated by Executive Order #14240, "Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement," issued March 20, 2025, and aligns with Executive Order 14275 on "Restoring Common Sense to Federal Procurement," dated September 23, 2025. The requirement covers software licenses and software maintenance services for the ServiceNow brand. The NAICS code is 513210 (Software Publishers) and the PSC is 7A21 (IT and Telecom-Business Application Software for Perpetual License Software).

Interested parties may respond by email to Marie Headley at Marie.Jeanne.Headley@usdoj.gov by Wednesday, April 15, 2026 at noon (12:00 PM EST) to identify their interests and capabilities. Responses will be considered solely to determine whether to conduct a competitive procurement; however, the Government reserves the right not to compete this proposed ELA BPA based on responses received. This is not a request for quotes and no solicitation will be issued. Telephonic inquiries are strongly discouraged.

Notice of Intent to Sole Source

NAICS: 513210- Software Publishers PSC: 7A21: IT and Telecom-Business Application Software (Perpetual License

Software)

Background: On March 20, 2025, the President issued Executive Order #14240, ‘Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement," which significantly reshapes how the United States Department of Justice (Department or DOJ) approaches IT strategy and procurement planning. By directing federal agencies to centralize the acquisition of common goods and services—including software and IT—this order compels the DOJ to align its procurement practices with governmentwide contracts. The Department currently contracts for ServiceNow licenses across 15 separate contract actions involving 15 components which creates redundant procurement overhead and a two-tier reseller structure that adds cost without adding value. The Department proposes to consolidate all renewals into a single Enterprise License Agreement (ELA) Blanket Purchase Agreement (BPA) on a sole source basis, to Carahsoft Technology Corporation, the sole authorized GSA FSS MAS distributor of ServiceNow products and services. As a result, the Justice Management Division Office of Acquisition Management Procurement Service Staff intends to limit competition to ‘items peculiar to one manufacturer’ software licenses, and software maintenance to the ServiceNow brand in accordance with DOJ Class Deviation from the Federal Acquisition Regulation (FAR) Part 8 in support of Executive Order (EO) 14275 on “Restoring Common Sense to Federal Procurement,” dated September 23, 2025, FAR 8.401(b) and General Services Acquisition Regulation (GSAR) 538.7104-4 and on a sole source basis pursuant to GSAR 538.7104- 3(b)(1)(ii).

Interested parties may identify their interests and capabilities by responding to this requirement to the attention of: Marie Headley, email address: Marie.Jeanne.Headley@usdoj.gov by Wednesday, April 15, 2026 at noon (12:00PM EST). Emailed responses will only be considered.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed ELA BPA based upon responses to this notice is at the discretion of the Government.

Telephonic questions or requests are strongly discouraged.

THIS IS NOT A REQUEST FOR QUOTES AND A SOLICITATION WILL NOT BE ISSUED.
