About this opportunity

The Federal Emergency Management Agency (FEMA) Region 1 is seeking a contractor to install approximately 1,600 linear feet of high-security perimeter fencing at the Federal Regional Center in Maynard, Massachusetts. The project requires installation of 10-foot-high galvanized or stainless-steel chain-link fencing with buried fabric, barbed wire, top and bottom rails, concrete-set posts, and a manually operated cantilever gate. Contractors must have an active System for Award Management (SAM) registration and submit comprehensive proposals including technical approach, detailed itemized quotes, and past performance information. The evaluation will be based on a best-value determination considering technical approach, price, and past performance factors. The original solicitation deadline was extended from August 7th to September 2nd, 2025 at 3:00 PM EST, with questions due by August 1st, 2025 at noon EST. A site visit was conducted on July 30th, 2025, with an additional site visit scheduled for August 4th for Part B components including automated gate and electrical systems.

This procurement is designated as a Total Small Business Set-Aside, restricting competition to qualified small business contractors only. Johnson Controls, Inc. is identified as the current access controls vendor for the facility, though FEMA will handle programming internally. The contract will be awarded as a firm fixed-price purchase order with a 90-day performance period following notice to proceed. The work includes an optional Part B component that may involve removing existing gates and installing an automatic cantilever gate system with electrical and access control integration, contingent on available funding. All contractor personnel must pass National Criminal Information Checks and complete security awareness training, with work to be performed under escort by badged FEMA employees. The project location is specifically at the FEMA Region 1 Federal Regional Center in Maynard, Massachusetts, with contractors required to hold pricing for 30 calendar days from the quote submission deadline.
