About this file
The document is a Questions and Answers (Q&A) file for a FEMA Region 1 solicitation to install a high-security perimeter fence at the Federal Regional Center in Maynard, MA. The Q&A addresses specific technical details including fence placement (approximately 15 feet from tree line), conduit routing, access control system installation, and site access requirements. Key clarifications include that Johnson Controls, Inc. is the current access controls vendor, FEMA will handle programming internally, and all contractors and subcontractors must pass a National Criminal Information Check and be escorted by a badged FEMA employee.
The solicitation requires installing approximately 1,600 linear feet of 10-foot-high galvanized or stainless-steel chain-link fencing with buried fabric, barbed wire, rails, concrete-set posts, and a manually operated cantilever gate. It is a Small Business Set-Aside with a Firm Fixed Price award. Contractors must have an active SAM registration, submit a detailed proposal, and provide an itemized quote. The site visit occurred on July 30th, with a second visit for Part B (gate and electrical components) scheduled for August 4th, 2025. Quotes are due by 9:00 AM EST on August 7th, 2025, to be emailed to specified FEMA contacts, with pricing to be held for 30 calendar days.

1. Please confirm that there is an allowance on the distance of the fence from the woods to avoid removing any trees
0. Ideally, the fence should be 15 feet in from the tree line. However, there may be some spots that this cannot happen (eg. Along the access road after passing through the existing gate to the proposed area; this may require pruning or sapling removal, however, felling of large trees was not anticipated). SOW states the contractor may move, without permission of the COR or CO, the fence up to 3 feet to avoid above ground or underground obstructions. Movements over 3 feet, will require permission of the COR or CO.
1. Please confirm the laydown area for the fencing
1. See images below which utilizes satellite imaging for distance and ideal perimeter for the fence.
1. Please confirm if there is space in the conduits from the dog house down into the IT room, or if we will have to core
2. Current conduit from the doghouse into the upper level has room for cable.
1. Please confirm that weather proof boxes are acceptable for the gate controls in the dog house
3. Yes, the SOW calls for weatherproof boxes.
0. This is an example only and not a requirement- We currently use Altronix Weatherproof Cans, the Altronix “WP” series would be an example of a product we envisioned being installed. Again, this is not a required part, but an example only.
1. Please confirm the distance from the doghouse conduits to the 1st floor IT room and the basement
4. Should not be more than 50 feet from dog house to first floor. Should be around 125 feet from the first floor entrance point to the lower level termination point. All distances are approximate and contractor should account for a margin of error.
1. Please confirm if JCI is the current controls vendor
5. Yes, Johnson Controls, Inc (Federal Division), is the current access controls vendor.
1. Please confirm that once installed, we do not have to program the system or controls.
6. Access control programming will be completed internally by FEMA. All PACS installation would be wiring from panels to end components. Any programming of the gate operator and its components would need to be required to complete by the contractor (eg. Safety sensors, emergency stops, etc).
1. Please confirm that there will be no price range provided.
7. No range will be provided. Seeking 2 separate, competitive bids for Part A and Part B of this solicitation.
1. Please confirm that there are no drawings or as-builts that can be provided.
8. Need more specific information on this. General idea of fence perimeter is attached. No as-builts are available for underground utilities.
1. Please confirm that in the event of an emergency, that the situation room in the basement being operational would not delay construction for an extended period of time.
9. Coordination between FEMA and the contractor would ensure work would continue regardless of what is happening in the situation room. If anything, a request to work on other areas of the project may be made for scheduled use of the room, when and if possible. FEMA expects contracted to continue regardless of agency emergency operations status.
1. Please confirm if our subs will have to have an escort or if we as the GC are sufficient
10. All contractors and subcontractors working on site must successfully pass a National Criminal Information Check (NCIC) and will require escorted access by a badged FEMA employee or badged FEMA contractor.
1. With photos not being permitted inside the facility, please advise if it is possible to have another short site visit this Friday or the following Monday to allow our security installer the opportunity to view the facility? This will be imperative in providing an accurate price, as the short notice did not provide enough time to find an available sub for the site visit today.
11. A second Site Visit for Part B of the project only will be held on Monday, August 4th 2025 at 9:00am ET.
1. REMINDER! All distances are approximate using a wheel or satellite imagery. Contractors should ensure a margin of error to properly account for the correct amount of material.
