About this opportunity
The National Institutes of Health National Eye Institute is seeking to renew a service maintenance agreement for three Optos California FA retinal imaging systems. These ultra-widefield retinal imaging devices use fluorescein angiography to detect and manage eye diseases including diabetic retinopathy, macular degeneration, and glaucoma by providing comprehensive retinal views in a single scan. The NIH intends to negotiate on a sole source basis with Optos, located at 50 Nickerson Rd, Marlborough, MA 01752, citing that only one responsible source can satisfy the agency's requirements under 41 U.S.C. 1901(a)(1). However, the government will consider capability statements from other responsible sources that can demonstrate their ability to service this specialized equipment, provided they include documentation of manufacturer agreements. All responses must be submitted by September 26, 2025, and the equipment will be serviced at the NIH NEI facility at 31 Center Dr., Building 31, Bethesda, MD 20892.
This procurement opportunity does not utilize any set-aside designations and appears to favor Optos as the incumbent contractor given their role as the equipment manufacturer. The contract involves maintaining three units of the Optos California FA system, though no specific award values or budget ranges are disclosed in this pre-solicitation notice. The service agreement renewal suggests an ongoing maintenance timeline, though specific performance periods are not detailed. The government retains full discretion in determining whether to proceed with sole source procurement based on the responses received, and late submissions will be handled according to standard FAR provisions. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance.
