About this opportunity
The Department of Homeland Security Customs and Border Protection is seeking a contractor to provide dog food for the U.S. Border Patrol Canine Academy through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with three 1-year ordering periods. The procurement requires the delivery of three specific varieties of Eukanuba Performance dog food - Sport, Work, and Exercise formulations - packaged in 40-pound bags to feed approximately 500 government-owned canines. Contractors must ensure all food products are free of debris, mold, and insects, with expiration dates within six months, and provide delivery within one week of order placement during specified hours of 8:00 a.m. to 2:00 p.m. MST, excluding weekends and federal holidays. The contract falls under NAICS code 311111 for Dog and Cat Food Manufacturing and is classified as a Total Small Business Set-Aside opportunity. Proposals are due by August 15, 2025, at 2:00 PM Eastern Time, with electronic submissions required to the contracting officer, and offerors must complete the pricing schedule attachment with annual pricing for each food variety.
This solicitation is designated as a Total Small Business Set-Aside under NAICS code 311111, restricting competition to qualified small businesses in the dog and cat food manufacturing sector. The contract has a maximum value of $560,000 over the three-year performance period, with a minimum guarantee of $90,000 that must be satisfied upon the first delivery order. Monthly delivery estimates include approximately 70 bags of Sport formula, 80 bags of Work formula, and 30 bags of Exercise formula, totaling roughly 180 bags per month, though the government emphasizes these quantities are estimates only and may vary based on the number of canines and veterinary dietary requirements. The place of performance is located at 11617 Iron Soldiers Way, El Paso, Texas 79916, at the Fort Bliss facility. The three-year contract period will commence from the award date, with delivery orders to be issued by U.S. Customs and Border Protection and potentially other DHS components as needed.
