About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) is conducting market research through this Request for Information (RFI) for a potential Service Craft and Boats Multiple Award Contract (MAC) covering new construction of steel and aluminum boats, targets, and service craft for U.S. Navy operations and Foreign Military Sales. The procurement will encompass a wide range of vessel types including workboats, oil spill response boats, Naval Special Warfare surface support craft, dive support boats, force protection boats, high-speed maneuvering surface targets, and various other service craft. The Navy seeks to establish a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure that will streamline acquisition processes, reduce lead times, and provide more responsive pricing across boat and service craft procurement. Companies must submit the required questionnaire by 1400 EST on October 14, 2025, to be eligible for the virtual Industry Day scheduled for October 15, 2025. The anticipated contract award is planned for the 3rd quarter of FY26, with the solicitation expected to be released in the 2nd Quarter of Fiscal Year 2026.

The contract structure will include two competitive lots: Lot 1 designated as a Small Business Set-Aside for new construction and Lot 2 under full and open competition for Navy service craft construction, with no specific incumbent contractors mentioned in the documentation. The total estimated contract value is approximately $3.5 billion over the 10-year performance period, with a minimum guarantee of $1,000 per awardee to encourage broad vendor participation. The Navy projects a total quantity requirement of 2,799 vessels over the 10-year contract duration, with deliveries planned to stock points in San Diego, California and Williamsburg, Virginia. The contract will utilize a flexible pricing model allowing vendors to adjust pricing for each delivery order, with individual orders typically structured as a base quantity plus options. The Navy intends to award contracts to as many qualified sources as practicable under the multiple award approach, with delivery orders competitively awarded among MAC holders based on individual order requirements.
