About this opportunity

The National Eye Institute (NEI) has issued a Notice of Intent to Sole Source a purchase order for preventive service maintenance on two specialized microscopy instruments: a Leica Stellaris 8 and a Leica SP8 Confocal microscope. This special notice, posted on April 8, 2026, announces the agency's intention to award a single-source contract directly to Leica Microsystems of Deerfield, Illinois, under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The acquisition is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. No competitive solicitation will be issued, as the government has determined that only the original equipment manufacturer can provide the required specialized maintenance services. The notice is effective immediately, with a notice period closing on April 15, 2026.

The primary objective is to secure annual preventive maintenance services for the NEI Biological Imaging Core's critical laboratory equipment, ensuring optimal operational performance through manufacturer-specified procedures. The maintenance agreement will encompass thorough cleaning, calibration, adjustment, inspection, and testing of both instruments, along with required software updates and on-site technical support using only original equipment manufacturer parts. The contract will commence on April 22, 2026, with a base year running through April 21, 2027, followed by three optional renewal years extending through April 21, 2030. Since this is a sole-source notice rather than a competitive solicitation, interested parties are not eligible to submit bids or quotations; instead, the government will negotiate directly with Leica Microsystems. Parties wishing to protest the sole-source determination may do so through established government procedures during the notice period.
