About this opportunity

The Centers for Disease Control and Prevention (CDC) is seeking a contractor to provide serological assay testing services for influenza virus detection and characterization, specifically to support the CDC's Influenza Division through hemagglutination inhibition (HAI) assay testing of human sera and development of a new serology platform comparable to HAI. This is a competitive two-phase mandatory down-select procurement under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing). Key contract requirements include performing HAI serological assays on human samples, developing an improved serology assay platform, and maintaining BSL-2 laboratory capability. The evaluation will use a best-value trade-off approach, with technical factors being significantly more important than past performance, and both being more important than cost. Critical dates include the Phase I letter of interest deadline of February 21, 2025, Phase I proficiency panel results due April 15, 2025, and Phase II proposals due May 22, 2025; however, Amendment 5 issued on December 11, 2025 has reopened the solicitation and resumed all procurement activities following a previous suspension.

This solicitation has no set-aside designation and anticipates awarding a single contract to one contractor. The contract will have a 12-month base period running from August 8, 2025 to August 7, 2026, with four optional 12-month extension periods extending through August 7, 2030, for a potential total contract duration of five years. The base requirement includes firm-fixed-price pricing for 6,000 test samples annually, with optional surge support lines for 9,000 and 10,500 tests per year, plus cost-plus-fixed-fee optional tasks for gap analysis and assay development activities. The contract will be performed primarily at the contractor's facility with some work performed at the CDC's Atlanta, Georgia campus. The small business size standard for this procurement is 1,250 employees.
