About this opportunity
The U.S. Air Force is conducting market research to identify contractors capable of designing, developing, and delivering a Sensor Agnostic Emulator & Trainer (SAET) platform in support of the Air Force Distributed Common Ground System, with capability survey responses due by 4:00 PM EST on September 18, 2026. The effort will be performed under an IDIQ contract with task orders issued individually.
The contractor must develop a modular, sensor-agnostic emulation platform simulating diverse sensor data feeds to train operators in realistic environments, and provide software integration, sustainment, and configuration control aligned with the DCGS Open Architecture baseline for deployment to the National Mission Partner Network. Additional responsibilities encompass program management, Agile project management, financial management, contracts administration, quality assurance, configuration management, data management, systems administration, in-plant engineering, security, and lifecycle maintenance services. The contractor shall operate a secure System Integration Lab to develop, test, and validate SAET software applications and deliver secure, releasable software baselines for operational and training sites.
Eligible contractors must demonstrate relevant experience with Signals Intelligence systems, AF DCGS infrastructure, TS/SCI personnel clearances, NSA/CSS and DoD compliance, airborne sensor integration, intelligence mission planning, AF DCGS ground systems support, Air Force Configuration Management protocols, and software-based signal generators and modeling and simulation tools. The RFI requests a Capability Survey (Parts I and II) addressing standard business information and 17 capability questions. Responses must be submitted in readable electronic format not exceeding 10 MB per email to Philip N. Holt (Procuring Contracting Officer) and Jennifer Keller (Contract Specialist). Interested contractors may contact Holt at philip.hol@us.af.mil to request a copy of the draft Performance Work Statement.
Notice text
The Government is conducting market research to identify potential sources that possess the expertise and the capabilities to meet the qualification requirements to provide design, develop, and deliver a Sensor Agnostic Emulator Trainer (SAET) in support of the Air Force Distributed Common Ground System (AF DCGS). While the broader AF DCGS enterprise collects, correlates, and collaborates on multi-source intelligence to deliver near real-time actionable data to warfighters, this specific effort focuses on training modernization. The Contractor shall develop a modular, sensor-agnostic emulation platform capable of simulating diverse sensor data feeds to train operators in highly realistic environments. Additionally, the Contractor shall provide software integration, sustainment, and configuration control to ensure the trainer aligns with the DCGS Open Architecture (OA) baseline and can be deployed to the National Mission Partner Network to support distributed operations and training.
*ATTENTION*
See attached Request for Information (RFI) for SAET requirement description and capability survey questions. If interested in this requirement, please send a request to Contracting Officer, Philip Holt at philip.hol@us.af.mil for a copy of the draft PWS.
