About this file
This is a Request for Information (RFI) issued by the U.S. Air Force to identify potential contractors capable of designing, developing, and delivering a Sensor Agnostic Emulator Trainer (SAET) in support of the Air Force Distributed Common Ground System (AF DCGS). The effort will be performed under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with task descriptions issued individually. The contractor must develop a modular, sensor-agnostic emulation platform capable of simulating diverse sensor data feeds for operator training in realistic environments. Additional responsibilities include software integration, sustainment, and configuration control to ensure alignment with the DCGS Open Architecture baseline and deployment capability to the National Mission Partner Network. The contractor shall provide comprehensive program management and support functions including Agile Project Management, Financial Management, Contracts, Quality Assurance, Configuration Management, Data Management, Systems Administration, In-plant Engineering, Security, and Lifecycle Maintenance, as well as modernization, development, logistics, and sustainment services. The contractor must operate a secure System Integration Lab (SIL) to develop, test, and validate SAET software applications, delivering secure, releasable software baselines for operational and training sites.
Responses to the Capability Survey (Part I and Part II) must be submitted via email by 4:00 PM EST on September 18, 2026, to Philip N Holt (Procuring Contracting Officer) and Jennifer Keller (Contract Specialist) at the provided Air Force email addresses. Part I requests standard business information including company name, address, CAGE Code, contact details, and small business status determinations under NAICS Code 541330. Part II contains 17 capability survey questions assessing company experience with Signals Intelligence systems, AF DCGS infrastructure, TS/SCI personnel clearances, NSA/CSS and DoD compliance, SIGINT support capabilities, PCPAD process familiarity, NSA system experience, airborne sensor integration, intelligence mission planning, Intelligence Community policies and IT security controls, ISR/AF DCGS sensor knowledge, AF DCGS ground systems support, Air Force Configuration Management protocols, personnel availability for temporary assignments including overseas deployment, cloud deployment capabilities, infrastructure hardware requirements, and experience with software-based signal generators and modeling and simulation tools. Responses must be in readable electronic format not exceeding 10 MB per email, with multiple emails acceptable.

Request for Information (RFI)
Support to the Air Force (AF) Distributed Common Ground System (DCGS)
Description
The Government is conducting market research to identify potential sources that possess the expertise and the capabilities to meet the qualification requirements to provide design, develop, and deliver a Sensor Agnostic Emulator Trainer (SAET) in support of the Air Force Distributed Common Ground System (AF DCGS). While the broader AF DCGS enterprise collects, correlates, and collaborates on multi-source intelligence to deliver near real-time actionable data to warfighters, this specific effort focuses on training modernization. The Contractor shall develop a modular, sensor-agnostic emulation platform capable of simulating diverse sensor data feeds to train operators in highly realistic environments. Additionally, the Contractor shall provide software integration, sustainment, and configuration control to ensure the trainer aligns with the DCGS Open Architecture (OA) baseline and can be deployed to the National Mission Partner Network to support distributed operations and training.
Individual task descriptions (TD) issued under the Indefinite Delivery, Indefinite Quantity (IDIQ) contract will specifically direct all tasks. The Contractor shall perform major program management and support functions—including Agile Project Management, Financial Management, Contracts, Quality Assurance, Configuration Management, Data Management, Systems Administration, In-plant Engineering, Security, and Lifecycle Maintenance—specifically tailored to the lifecycle of the Sensor Agnostic Emulator Trainer (SAET). To support the AF DCGS training mission, the Contractor shall provide modernization, development, logistics, and sustainment services. This includes furnishing the necessary personnel and facilities to design and develop emulator software, rapidly resolve software discrepancies, and conduct rigorous testing. The Contractor shall utilize a secure System Integration Lab (SIL) to develop, test, and validate SAET software applications, ensuring the delivery of secure, releasable software baselines for designated operational and training sites.
Responses to the Capability Survey Part I and Part II must be received no later than 4:00 PM EST, 18 September 2026. Please ensure data is in a readable electronic format that can be received through a firewall. Attachments shall not to exceed 10 MB per email. Multiple emails are acceptable. Responses must be sent via email to the following:
• Philip N Holt, Procuring Contracting Officer (philip.holt@us.af.mil) and
• Jennifer Keller, Contract Specialist (jennifer.keller.3@us.af.mil)
