About this opportunity

The United States Air Force is seeking a seven-month bridge contract for Senior Leader Communications, Connectivity, and Support (SLC3S-A) Broadband Airborne Mission Support Services High Capacity Crossover (AMSS-HCX). The contract will provide critical satellite communications services for high-level government leaders, including the President, Vice President, Secretary of Defense, Chairman of the Joint Chiefs of Staff, and other national senior leadership. The primary objective is to ensure continuous communications connectivity for the Operational Support Airlift and Executive Airlift fleet without interruption between the expiration of the current contract (SBS0020) on March 31, 2025, and the start of the new long-term contract (SBS0042) on November 1, 2025. This sole-source procurement will be executed under NAICS code 517410 for Satellite Telecommunications, with a Product Service Code (PSC) of DG11 for satellite communications and telecom access services. The pre-solicitation notice was posted on February 20, 2025, with a response deadline of February 24, 2025.

The contract has no specific set-aside designation and will be awarded based on the contractor's unique qualifications and proprietary technology. Market research indicates that competition would result in unacceptable delays and an estimated $1.2 billion in duplicate infrastructure costs. The incumbent contractor owns the I-5 GX satellites and KuKarray Gen II airborne antenna system currently installed on aircraft, which provides a significant competitive advantage. The bridge contract will cover essential services including satellite bandwidth, teleport services, terrestrial communications, and network operations across three ocean regions. While the exact contract value is not explicitly stated, the procurement is critical for maintaining uninterrupted communications for national security and senior leadership mobility, with a defined seven-month service period bridging the gap between existing and future long-term satellite communication contracts.
