About this opportunity
Immigration and Customs Enforcement (ICE) Office of Human Capital is seeking Senior Executive Services (SES) support services through a Request for Information (RFI) targeted at Human Capital and Training Solutions (HCaTS) Small Business Pool 2 vendors. The procurement will focus on comprehensive SES program management, including recruitment, staffing, performance assessment, and executive candidate selection processes. Key contract requirements include providing 2-4 Executive Core Qualifications (ECQ) writers with 5-8 years of experience who can prepare Qualification Review Board (QRB) packages meeting Office of Personnel Management (OPM) standards. Contractors must demonstrate an 80% first-time OPM QRB approval rate and provide technical guidance to Executive Resource and Performance Review Boards. The RFI responses are due by February 12, 2025, with preliminary questions accepted until February 3, 2025, and vendors must submit detailed information including past performance, proposed labor categories, and pricing ranges.
The pre-solicitation notice indicates this will be a Firm-Fixed Price task order with a 12-month base period and potential for four additional 12-month option years. There is no specific set-aside designation for this contract, meaning it is open to a broader range of vendors. Work will be performed in Ashburn, VA, with telework options available, and contractors must provide right of first refusal to incumbent personnel. While specific award value is not disclosed, the contract will involve developing SES recruitment procedures, managing performance appraisal systems, and creating executive personnel documentation. The primary service will be supporting ICE's SES program through professional documentation preparation, with a NAICS code of 541612 and a PSC Category of R408 for Professional Program Management Support.
