About this opportunity
The Federal Aviation Administration is conducting market research for parking lot refurbishment services at the Florence Regional Airport Air Traffic Control Tower (FLO ATCT) in Florence, South Carolina. The project involves comprehensive parking lot replacement and upgrades including pressure washing concrete surfaces, cleaning and preparing asphalt, crack repair, applying a two-coat seal coating system, new parking lot striping, concrete sidewalk replacement, and installation of a new 12' x 16' concrete dumpster pad. Contractors must maintain facility accessibility throughout the project and work within specified hours of Tuesday through Friday from 6:00 AM to 4:30 PM EST while coordinating with local FAA personnel. The FAA intends to award a single Firm Fixed Price contract to the lowest price, technically acceptable bidder, with evaluation based on technical acceptability and price. Interested vendors must submit capability statements, programmatic approaches, and rough order of magnitude cost estimates by the June 24, 2025 deadline.
Currently, no specific set-aside designation has been established, though the FAA is particularly encouraging responses from Service-Disabled Veteran Owned Small Businesses and participants in the SBA's 8(a) program to determine appropriate set-aside strategies for the final solicitation. The agency is also considering a local area set-aside if sufficient interest is received from vendors based in the Florence, South Carolina region. No incumbent contractors or current service providers are identified in the pre-solicitation notice. While no specific budget range is disclosed, the FAA is requesting rough order of magnitude estimates from potential contractors for budgetary planning purposes. The project requires a one-year warranty on materials and workmanship and must comply with FAA Operational Risk Management requirements and OSHA safety regulations. Work is classified under NAICS code 238990 for All Other Specialty Trade Contractors and PSC code Y1LZ for Construction of Parking Facilities.
