About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 2 is seeking to lease office space in San Juan, Puerto Rico, with specific requirements for location and functionality. The agency requires 3,174 to 3,333 square feet of contiguous office space, preferably located on the second floor or higher and outside of emergency egress paths. The space must include 13 secured and reserved parking spaces, with a preference for covered parking, and must meet government standards for fire safety, accessibility, seismic requirements, and sustainability. Critical operational needs include a 24/7 capable IT/Server Room and compliance with telecommunications prohibitions outlined in the FY19 National Defense Authorization Act. The lease term is structured for 15 years with a 10-year firm term, and the government will evaluate alternative spaces based on economic advantages, considering relocation costs and potential agency downtime. Expressions of Interest are due by January 30, 2025, with a targeted occupancy date of April 1, 2026.

There are no specific set-aside designations for this procurement, and the opportunity is open to all qualifying commercial real estate providers. The current GSA office space in San Juan is expiring, making this a potential replacement lease. While no specific budget range is disclosed, the precise square footage requirements and parking specifications suggest a targeted, relatively compact office solution. The lease will be fully serviced and must exclude properties located in the 1-percent-annual chance floodplain. Interested lessors should note additional requirements, such as providing a space that meets government telecommunications standards and avoiding locations within emergency egress paths. Potential vendors can submit their expressions of interest directly to Alexander Litvak, the Leasing Specialist, at Alexander.Litvak@gsa.gov, with careful attention to the comprehensive facility requirements outlined in the pre-solicitation notice.
