The Department of the Interior Bureau of Land Management Oregon-Washington Region seeks tree seed extraction, processing, and germination testing services at two seed orchards in Oregon, with quotations due June 2, 2026, at 1700 hours Pacific Daylight Time. The procurement is set aside for Women-Owned Small Businesses (WOSB).

Place of performance includes the Walter Horning Seed Orchard near Colton, Oregon, and the Travis Tyrrell Seed Orchard near Lorane, Oregon. Contractors may bid on services at one or both locations. Work involves transporting tree cones to the contractor's facility, extracting and processing seed from six conifer species at Horning (Douglas-fir, Noble Fir, Western Redcedar, Western Hemlock, Western White Pine, and Sugar Pine totaling approximately 2,156 bushels) and two species at Tyrrell (Douglas-fir and Sugar Pine totaling approximately 2,591 bushels), performing germination testing on 100-seed samples from each lot, and delivering finished seed to BLM-specified milestones: 25% by January 15, 50% by March 1, 75% by April 1, and 100% by May 31, 2027. The firm-fixed-price contract runs from September 15, 2026, through May 31, 2027.

Contractors must be licensed, bonded, and insured; comply with Service Contract Act prevailing wage rates; hold an Oregon Farm/Forest Labor Contractor's License; and maintain Migrant Seasonal Agricultural Worker Protection Act registration if applicable. Finished seed must meet 96% purity and 90% filled seed minimums; Government inspection takes up to two weeks post-delivery, and payment occurs only after acceptance.
