About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal issued this Limited Source Justification for a one-year contract extension with ELEIT Technology, Incorporated (CAGE Code 1DET1) to provide logistics support services to the Security Assistance Management Directorate (SAMD) under the EXPRESS Program. The contract, designated GS10F0310P/W31P4Q-19-F-E003, extends from January 20, 2026 to January 20, 2027 and covers both continental and overseas logistics support, program management, strategic planning analysis, and operations research for Foreign Military Sales (FMS) operations with international allies. The justification for the limited source award emphasizes that continuity with the incumbent contractor is critical to prevent service disruption that would compromise allied defense commitments and international agreements, as ELEIT personnel possess unique expertise in Security Assistance/FMS regulations and processes that cannot be quickly replicated by competing vendors. Market research conducted in December 2025 confirmed that no other source could mobilize within the required timeframe, and the pricing is based on GSA-negotiated rates from the original competitively awarded Small Business Set-Aside. The extension encompasses two six-month option periods with anticipated labor, travel, and support hours costs, and a follow-on competitive task order is anticipated for award on March 31, 2026.
