About this file
This is a Justification Review Document for a FAR Part 8 Limited Sources contract modification with the U.S. Army Aviation and Missile Command (AMCOM), Security Assistance Management Directorate (SAMD).
The document justifies a non-competitive contract extension with ELEIT Technology, Incorporated (CAGE Code 1DET1) for logistics support services under the Expedited Professional and Engineering Support Services (EXPRESS) Program. The current Federal Supply Schedule task order GS10F0310P, W31P4Q-19-F-E003, was originally competitively awarded as a Small Business Set-Aside for five years and is now being extended from 20 January 2026 to 20 January 2027 to provide continued logistics support to SAMD and foreign customers for Foreign Military Sales (FMS) operations. The extension covers two six-month option periods with an anticipated total cost for labor, travel, and hours support (specific amounts are redacted). The anticipated award date for the follow-on competitive task order is 31 March 2026. Services include both CONUS and OCONUS logistics support, program management, strategic planning analysis, and operations research. The justification asserts that continuity with the incumbent contractor is critical to avoid service disruption that would negatively impact allied defense needs and international agreements, as only ELEIT personnel possess the requisite in-depth knowledge of Security Assistance/FMS rules, regulations, and processes. Market research conducted on 7 December 2025 confirmed no other source could mobilize within the required timeframe. Fair and reasonable pricing is based on GSA-negotiated rates from the original Small Business Set-Aside competition, with certified cost or pricing data waived under FAR 8.404(d). The modification was approved on 15 January 2025 by the Command Advocate for Competition, Alternate.

JUSTIFICATION REVIEW DOCUMENT
FAR Part 8 Limited Sources Justification
Program/Equipment: The U.S. Army Aviation and Missile Command (AMCOM), Security Assistance Management Directorate (SAMD) Logistics Support/Expedited Professional and Engineering Support Services (EXPRESS) Logistics Domain.
Authority: Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et. Se1) and Title 40 U.S.C. 501, Services of Executive Agencies, as implemented by FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order provided that the original order was placed in accordance with applicable FSS ordering procedures. The original order or Blanket Purchase Agreement (BPA) was not previously issued under sole-source or limited sources procedures.

22 July 2019 with an ending PoP of 21 July 2024. The FAR 52.217-8, Option to Extend Services was invoked at the end of the TO, extending the TO by six months to 20 January 2025 and increased the ceiling from to .
To date a six-month base and a six-month option ( ) have been implemented extending the task out until 20 January 2026. The follow-on Contract Requirements Package (CRP) was accepted on 26 November 2024 to the ACC-RSA as Procurement Number 2024L-02.
4. Description of Supplies/Services: This TO is to provide Logistics Support Services, both CONUS and OCONUS, to SAMD and our foreign customers. The SAMDs mission is to provide aviation and missile weapon system support to our allies. The SAMD has a requirement for logistics support to meet contractual obligations for the procurement, delivery and sustainment of AMCOM systems entered via the Security Assistance/FMS process between the USG and numerous foreign governments. The objective of this TO is to provide support for implementation and sustainment of current program actions and future programs. The contractor is providing on-site and off-site logistics support to SAMD for approved FMS development/assessment; program management, plans and integration; strategic planning analysis; international and security assistance program support and operations research and system analysis.
5. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order provided that the original order was placed in accordance with applicable Federal Supply Schedule ordering procedures.
6. Reason for Authority Cited: This justification supports the authority cited above in that the extension of the PoP is a logical follow-on to an existing FSS order which was placed in accordance with the applicable FSS ordering procedures. This contract PoP extension is critical for continuance in meeting our allies defense needs and ongoing FMS logistics activities. Without the contract PoP extension, the SAMD mission will be negatively impacted due to shortage of logistics support that accomplishes vital support tasks and will place the USG in violation of multitude of international agreements. If a lapse of service is experienced, it will force the immediate withdrawal of OCONUS contractor personnel from critical missions and impact CONUS contract programmatic services to multiple countries/missions damaging current foreign relations and programs operating under this TO. In addition, a new contractor would need to establish temporary infrastructure which would be a cost in addition to the resource transition cost. ELEIT has the required personnel in place, and they possess the applicable working knowledge of Security Assistance/Security Cooperation rules, regulations, processes and procedures associated with FMS. The impact to foreign allies in mitigating and recovering from a break in service would result in costly delays and the inability to provide support to FMS customers. The use of in-house personnel/expertise is not an option, there not enough qualified USG personnel to perform the services delineated in the SAMD Logistics PWS.
7. Efforts to Obtain Competition:
a. Effective competition: CRP documentation for the competitive follow-on was submitted to and accepted by ACC-RSA on 26 November 2024, the anticipated award date for the follow-on is 31 March 2026. Based on the above-mentioned facts, it is not feasible to utilize another source for this PoP extension since only ELEIT personnel have the immediate in-depth knowledge and experience necessary to meet the TO requirements in the time available. There are no efforts to obtain competition for this ceiling increase and extension at the current time.
b. Subcontracting competition: Since the Subcontracting plan is already prevalent on the BPA it is not required at the TO level. All contract clauses currently contained in the BPA will be effective during the extended PoP.
8. Actions to Increase Competition: As stated above the anticipated award date for the follow-on is 31 Mar 2026 This proposed action will be a PoP extension modification with the incumbent to allow continued logistics support to SAMD. In the interest of economy and efficiency, it would be neither cost effective nor realistic to expect another contractor to perform during the brief interim period between now and the end of the current TO and the award of the re-compete.
9. Market Research: In accordance with FAR 10.002, market research was conducted by the Contracting Officers Representative (COR) for GS10F0310P Task Order W31P4Q-19-F-E003. The Market Research Report/Commerciality Determination (MRR/CD) was signed by the COR on 07 Dec 2025. The SAMD CORs utilized personal knowledge of the EXPRESS Program and contacted knowledgeable persons in the USG regarding the commercial nature of the requirement and reviewed the EXPRESS BPA Logistics Domain sources list. The market research revealed that a re-compete of this effort in the necessary timeframe was not realistic or feasible. Both program experience and personal knowledge were used to determine that no other source can mobilize in time to meet the requirement within the needed timeframe. FAR Part 12 will not be used in this effort; however, in accordance with FAR Par 8.402(a), GSA provides agencies with a simplified process for obtaining commercial supplies and services and the guidelines and clauses are contained in the EXPRESS BPA.
10. Other Facts:
Procurement History: The current EXPRESS Logistics Domain contract GS10F0310P Task Order W31P4Q-19-F-E003, was competitively awarded as a Small Business Set- Aside for five (5) years to ELEIT Technology, CAGE Code: 1DET1, with a total ceiling of
. Modification P00044 dated 2 July 2024 invoked the 6-month extension taking the PoP out to 20 January 2025. To date a six-month base and a six-month option ( 1943) have been implemented extending the task out until 20 January 2026.
