About this opportunity
The Defense Information Systems Agency has awarded a sole-source task order to Markon, LLC for secure facility advisors and construction security technicians under a General Services Administration Multiple Award Schedule contract on April 30, 2026.
The justification cites unusual urgency under FAR 8.401(b) and GSAR 538.7104-3(b)(1)(i). The incumbent Interagency Agreement 7600A with Markon, LLC expires May 23, 2026 and will not be renewed; the late notice prevented initiation of a competitive acquisition, as Procurement Action Lead Time analysis determined competitive award would extend beyond the need date and preclude the required six-month transition period. Market research conducted February 2 through 25, 2026 confirmed Markon, LLC possesses unique institutional knowledge of facility-specific infrastructure and communications systems developed during current performance since 2021. The Government requires a minimum of three facility advisors and CSTs capable of providing 24/7 facility support with 24-hour response capability for routine maintenance and emergency repairs at secure facilities, including conference rooms and critical information technology, audiovisual, and communications infrastructure. DISA plans to pursue a competitive follow-on acquisition in Fiscal Year 2027, with this award providing sufficient lead-time for transition planning and competitor preparation. Period of performance is May 24, 2026 through May 23, 2027. The contract combines Firm-Fixed Price, Labor Hour, and Time & Materials line items and uses Fiscal Year 2026 Operation & Maintenance appropriated funds. Place of performance is Fort George G. Meade, Maryland.
Notice text
This is an exception to fair opportunity issued due to urgent and compelling circumstances that created a sole source environment for this effort. Due to the unexpected decision to not renew the current Interagency Agreement (7600A ), there was insufficient time to complete a competitive acquisition by the need-by date and would not allow for a sufficient necessary transition period for a new contractor. By awarding this effort on a sole source basis, the Government will have the necessary lead-time to pursue a competitive follow-on and allow for a sufficient/successful transition period in Fiscal Year 2027 when a new contract can be awarded.
The nature of this award is for the services of secure facility advisors and construction security technicians (CSTs) to advise the Government on facility matters, including routine maintenance and improvement projects, to support/manage critical information technology, audiovisual, and communications functions performed in secure facilities, which are required to be fully operational 24/7/365. The facility advisors routinely inspect the facilities and advise the Government on necessary repairs, improvements, and renovations.
Awarded contract GS21F091BA to unknown vendor for unknown amount on 2026-04-30.
