Sole Source Justification & Approval (J&A)
This is a Sole Source Justification and Approval document for a federal acquisition through the Defense Information System Agency (DISA), Defense Information Technology Contracting Organization (DITCO), located at Fort George G. Meade, Maryland. The procurement seeks to award a one-year task order for secure facility advisement services to Markon, LLC as a sole source contractor under a General Services Administration (GSA) Multiple Award Schedule (MAS) contract using Fiscal Year 2026 Operation & Maintenance (O&M) appropriated funds. The Period of Performance runs from May 24, 2026 through May 23, 2027. The procurement combines Firm-Fixed Price (FFP), Labor Hour (LH), and Time & Materials (T&M) contract line items.
The justification cites unusual urgency under FAR 8.401(b) and GSAR 538.7104-3(b)(1)(i) as the legal basis for the sole source award. The Government requires a minimum of three facility advisors and construction security technicians (CSTs) capable of providing 24/7 facility support with 24-hour response capability for routine maintenance and emergency repairs at secure facilities, including conference rooms and critical information technology, audiovisual, and communications infrastructure. The incumbent Interagency Agreement (7600A) with Markon, LLC, in place since 2021, expires May 23, 2026, but unexpectedly will not be renewed. The late notice prevented initiation of a competitive acquisition, as a Procurement Action Lead Time (PALT) analysis determined a competitive approach would result in award beyond the May 23, 2026 need date and would preclude the six-month transition period required for knowledge transfer. Market research conducted February 2 through 25, 2026 confirmed Markon, LLC possesses unique institutional knowledge of facility-specific infrastructure and communications systems developed during the current 7600A performance. The justification notes that DISA plans to pursue a competitive acquisition for the follow-on contract, with Markon, LLC providing sufficient lead-time for transition planning and competitor preparation.

Page 5 of 8 Pages results in the lowest overall cost alternative to meet the Government’s needs. Also, because Markon, LLC is currently providing services through the 7600A, has transparent pricing data on those services to assist in conducting a price analysis to determine fair and reasonable pricing.
6. MARKET RESEARCH: Program Analyst, and
Director of Budget & Acquisitions, conducted market research from 02 FEB 2026 to 25 FEB 2026. Both have extensive experience with the facility advisor requirement through a 7600A with the since 2021. While other contractors with the capabilities to perform the service of this effort do exist, there is insufficient time to do a competitive acquisition as a result of the unexpected decision to not renew the 7600A Interagency Agreement Markon, LLC is currently providing these services through the current 7600A. has transparent pricing data on the necessary services, which were confirmed by knowledgeable Government personnel at in to ensure fair and reasonable pricing. and also held a discussion with Markon, LLC in February 2026 to confirm that they are capable of fulfilling the requirements for both facility advisor services and CSTs. A review of the DISA Market Research Repository was also conducted on 24 February 2026 and resulted in zero findings for Market Research Reports that currently meet the requirement. The current task order was awarded competitively using full and open competition, and the current recompete effort is also utilizing full and open competition as its acquisition strategy. By awarding this effort on a sole source basis to Markon, LLC, will have the necessary lead-time to pursue a competitive follow-on and allow for a sufficient/successful transition period in Fiscal Year 2027 when a new contract can be awarded.
Based on current market research, dated 02 FEB 2026 to 25 FEB 2026, it has been determined that only the aforementioned secure facility advisor services provided by Markon, LLC can fully meet the Government’s need at this time.

THE RESTRICTED CONSIDERATION:
(a) Procurement history.
(1) The current 7600A for this effort is , which was signed in May 2021 between and . The current agreement has a PoP end date of 23 May 2026. The original contract for was awarded in 2021.
(2) There was no exception to fair opportunity, limited-sources, and/or exception to full and open competition authorities cited for related prior actions or the current recompete action by .
(3) There was no set-aside for the acquisition.
(b) While the prior award was accomplished without the need for an exception to fair opportunity, limited sources, and/or exception to full and open competition justification, the unexpected decision to not renew the current 7600A Interagency Agreement has created an unusual urgency that prevents normal competitive procedures to avoid

Page 6 of 8 Pages unacceptable delays and duplicative costs. The unexpected decision to not renew the current 7600A left insufficient time to complete a competitive acquisition by the need-by date and would not allow for a sufficient necessary transition period for a new contractor had Markon, LLC not been awarded.
(c) After review of the situation and circumstances that created a barrier for full and open competition/fair opportunity of this requirement, it is determined that a sole source environment exists for this effort. However, for the follow-on action to this effort, there will be no need for a sole source environment, as will have sufficient lead-time to pursue a competitive acquisition to allow for the lengthy transition period, if necessary, and plans to do so.
