About this opportunity

The Department of the Navy Naval Air Systems Command Naval Air Warfare Center is seeking qualified vendors to provide NSA certified Secure CDL ISR (SCISR) communications radios through PMA-202. The radios must meet stringent technical specifications including NSA Type-1 certification for fully secure communications, small form factor design as a three-channel multi-band software-defined radio, and support for high-bandwidth connectivity capable of transmitting imagery and full-motion video. Key requirements include low cost, size, weight and power (SWaP) characteristics, non-proprietary interfaces, high data rates up to 45 Mbps, and compliance with MIL-STD-810G, MIL-STD-461F, and STANAG 7085 standards. This pre-solicitation notice was posted on October 8, 2025, with responses due by October 23, 2025, giving vendors a 15-day window to submit their capability information. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC category 1680 for Miscellaneous Aircraft Accessories and Components.

This opportunity does not utilize any set-aside designations and is open to all qualified vendors. The notice does not specify any incumbent contractors, potential award values, budget ranges, or quantities of radios required. The 15-day response timeline suggests this is an information-gathering phase to assess market capabilities before a formal solicitation is issued. No specific contract duration or delivery timeline has been established at this pre-solicitation stage. The technical complexity and specialized nature of NSA Type-1 certified equipment indicates this will likely be a limited competition among vendors with appropriate security clearances and manufacturing capabilities.
