About this opportunity

The Department of Health and Human Services' Administration for Children and Families (ACF) is seeking vendors to provide Secure Care Placement services for Unaccompanied Alien Children (UAC) in Office of Refugee Resettlement (ORR) custody. The contract aims to secure 30 beds for youth ages 13-17 who meet specific placement criteria, such as having a criminal history or posing potential risks to themselves or others. Vendors must demonstrate the ability to provide comprehensive services including medical and mental health care, education, counseling, and family reunification support. The Request for Information (RFI) requires interested firms to submit a 10-page capability statement by March 26, 2025, at 5:00 p.m. EST, addressing technical experience, current licensing status, and immediate capacity to provide secure care placements. Evaluation will focus on organizations' ability to meet rigorous operational requirements, including 24/7 facility operations, trauma-informed behavioral management, and compliance with federal policies.

The procurement does not currently have a specific set-aside designation, though small business participation is encouraged. The contract is structured as a six-month base period with a potential six-month extension, to be performed within the continental United States. While specific award values are not explicitly stated, the NAICS code 623220 (Residential Mental Health and Substance Abuse Facilities) has a size standard of $47 million, indicating potential significant funding. Vendors must be prepared to provide immediate availability of 30 secure care beds and demonstrate compliance with federal regulations including the Flores Settlement Agreement and trafficking victim protection regulations. The government is conducting market research to assess contractor availability and determine the most appropriate procurement approach, with an emphasis on finding providers capable of maintaining a humane, secure environment for vulnerable unaccompanied children.
