About this opportunity
The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is seeking Section 106 Review Support services to ensure compliance with the National Historic Preservation Act for over 100 transportation infrastructure projects nationwide. This Request for Quotation (RFQ) No. 6913G625Q300041 requires contractors to provide cultural resource reviews, desktop analyses, and preparation of Section 106 consultation documentation for transportation projects. Contractors must meet Secretary of the Interior Professional Qualification Standards for Archaeology and/or Architectural History and possess expertise in cultural resource surveys, archaeological monitoring, and GIS mapping. The government will evaluate quotes based on three technical factors: Technical Understanding/Merit (most important), Staffing, and Past Performance, with these technical factors significantly outweighing price considerations. Questions were due by July 17, 2025, at 12:00 PM EST, and quotations must be submitted by July 18, 2025, at 12:00 PM EST via email to contracting officer Karen Marino.
This solicitation is designated as a Total Small Business set-aside with NAICS Code 541330 and a small business size standard of $47 million. The contract structure includes a base period with five required Contract Line Item Numbers (CLINs) and five optional CLINs, with 57 anticipated FY24 projects requiring primarily desktop reviews and less than 5% potentially requiring fieldwork beyond desktop analysis. The period of performance extends from the award date through March 28, 2027, with work to be performed primarily through desktop reviews of projects located in small towns and rural areas across the United States. The government anticipates awarding a single firm fixed-price purchase order to the most advantageous responsible offeror, with the primary place of performance being Cambridge, MA 02142, though the actual project locations will be distributed nationwide. All contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration.
