About this file
This Request for Quote (RFQ) is for Section 106 Review Support services for the U.S. Department of Transportation's Volpe National Transportation Systems Center. The contract involves reviewing and preparing technical documents to ensure compliance with the National Historic Preservation Act for over 100 transportation infrastructure projects nationwide. The contractor must meet Secretary of the Interior Professional Qualification Standards for Archaeology and/or Architectural History and possess skills in cultural resource surveys, desktop reviews, archaeological monitoring, and GIS mapping.
The solicitation requires a two-part quote submission (price and technical) by 3:00 PM Eastern Time on July 11, 2025, to be emailed to Karen Marino. The government will evaluate quotes based on three technical factors: Technical Understanding/Merit (most important), Staffing, and Past Performance, with these factors significantly outweighing price. The period of performance is from award date through March 28, 2027, with a base contract and five optional contract line items. The anticipated award is a firm fixed-price purchase order, with the government seeking a vendor capable of completing Section 106 review tasks for transportation-related projects.
