The contractor must supply approximately 8,891 meals during the base period, with historical daily volumes averaging 34 served meals and a maximum of 100 per day. Meals are served Monday through Friday (excluding federal holidays and approximately five training days annually), plus up to 28 Saturdays annually, with mission-day service potentially twice monthly.
The total estimated ceiling value is $47 million, priced as firm fixed price under FAR Part 12 commercial procedures. The applicable wage determination is Washington/King County WD #2015-5535/Rev #28 (May 13, 2026). Each boxed meal must include a submarine sandwich with specified portions and toppings, chips, cookie, fresh fruit, beverages (including diet and regular soft drinks, water, iced tea, and milk options), and condiment packages. All contractor and subcontractor employees requiring facility access must complete AT Level I awareness training, IWATCH training, and Operations Security training within 30 calendar days of award and annually thereafter. Award will be made to the lowest-priced technically acceptable offeror based on health inspection compliance, past performance acceptability, and price reasonableness.
