About this opportunity

The Naval Supply Systems Command intends to solicit Public Affairs and Visual Information support services for Commander Naval Surface Forces Pacific as a Women-Owned Small Business set-aside among SeaPort NxG MAC holders, with solicitation expected to close November 4, 2026, at 10:00 AM.

Performance occurs at Naval Surface Forces headquarters in San Diego, California, with required travel to ship and shore commands throughout the Pacific Fleet in CONUS and OCONUS locations including Japan. All contractor personnel must obtain and maintain Secret security clearance and possess current IA certifications per DoD 8140.01 before commencing work.

The contract is firm-fixed-price with cost-reimbursement travel CLINs, structured as a one-year base period beginning November 16, 2026, followed by four one-year option periods and a potential six-month extension. The contractor must provide seven positions: Strategic Communications & Media Analyst, Web Operations & SharePoint Team Lead, Social Media Director, Multimedia Director, PA/VI Program Manager, SharePoint & Microsoft 365 Technical Architect, and SharePoint/Web Assistant. The template allocates 13,384 annual labor hours and $10,000 annual travel costs per year across all periods.

Core scope encompasses media analysis and strategic communications planning delivered as 12 monthly reports and 4 quarterly briefs; web administration across unclassified, NIPRNet, and SIPRNet environments managing 100+ public websites; social media campaign management across Facebook, Instagram, X, LinkedIn, and YouTube; full-cycle multimedia production including graphic design, video production, and field photography; and fleet-wide PA/VI equipment inventory management and training at five regional concentrations. Only eligible SeaPort NxG WOSB task order holders may propose. Evaluation applies tradeoff source selection with technical approach, management and staffing, and past performance rated more important than price.
