About this opportunity
ACC Picatinny is preparing to procure seal and stripe asphalt services at Bluefield Memorial USARC in Bluefield, West Virginia, with a sources-sought response deadline of July 14, 2026. The requirement may be set-aside for small businesses in full or in part, pending market research responses; all small business set-aside categories will be considered.
The work involves sealing approximately 10,350 square yards of asphalt-paved parking surfaces, removing approximately 1,260 linear feet of existing painted parking lines, and applying new striping for approximately 73 parking spots plus associated gore areas. The contractor must remove approximately 505 square feet of yellow painted gore areas and 176 square feet of blue handicapped gore areas, then repaint these areas in their original locations. All work must be completed within 120 calendar days from Notice to Proceed. Work hours are 7:30 AM to 4:00 PM, Monday through Friday, excluding federal holidays, unless otherwise approved in writing. Fog seal applications require dry pavement surfaces with no rain or fog forecasted within 8 hours and temperatures exceeding 60 degrees Fahrenheit.
Anticipated award value is between $25,000 and $100,000 on a firm-fixed-price basis. The contractor must furnish all labor, equipment, materials, transportation, supervision, and technical expertise; perform a pre-construction meeting with the Regional Facilities Operations Specialist and Contracting Officer Representative; and submit a detailed cost proposal with itemized pricing and narrative justification. Work must comply with OSHA, NFPA, Army Regulation 420-1, and environmental protection requirements including stormwater runoff management and hazardous material handling procedures. Small business respondents pursuing set-aside eligibility must demonstrate ability to perform at least 50 percent of the work themselves per FAR 52.219-14.
