About this opportunity
The U.S. Department of Agriculture Forest Service seeks a firm-fixed-price contract to replace LED lights and investigate the exhibit lighting system at the Southeast Alaska Discovery Center (SEADC) in Ketchikan, Alaska, with proposals due September 14, 2026, and questions due September 8. This is a total small business set-aside under NAICS 238210 with a size standard of $19 million.
Work is performed at 50 Main Street, Ketchikan, Alaska, accessible by commercial air travel, state ferry, and commercial barge. The period of performance runs from date of award through January 31, 2027. The contract requires removal and replacement of approximately 50 existing LED lamps in difficult-to-access areas with government-furnished Sunlite LED PAR30 and Sunco PAR38 lamps; on-site diagnostics of the track lighting system by a certified electrician; and on-site diagnostics of headend equipment (controller, dimmer rack, dimmer modules, console) by a certified Vari-Lite technician to determine whether discrete component replacement or full system replacement is needed. The lighting system currently includes approximately 1,040 linear feet of track and 620 fixtures. All work must comply with applicable ANSI, OSHA, NFPA 70, IEEE, IES, and UL standards.
Contractor must submit Quality Control Plan, Work Schedule, Safety Plan, monthly Activity Reports, and personnel list. Performance threshold is 95% acceptable completion, with rework required within 24 hours at no cost for defective services. Electrician wage rate is $40.58 per hour under Service Contract Act wage determination 2015-5685 R30. The government may exercise an option to extend services up to six months total. Amendment 0001, posted September 10, revised the Performance Work Statement and provided answers to offeror questions; offerors must acknowledge receipt of this amendment. Contracting officer is Veronica Lamboy Santana, 907-586-8806. Offers must be submitted electronically with Technical Capability, Past Performance (from efforts within the past three years), and Price as separate attachments. Evaluation weighs Technical and Past Performance against Price as the primary evaluation factor.
